Human resources. UNICEF Tunisia office has a total number of 30 staff: 7 International, 13 NOs and 10 GSs 10staff are funded by Support Budget,5 staff by RR and 15 staff by OR. In addition of regular staff, the Country Office has 3 International UNV and 2 National UNV funded by the Country Office.

For the new country programme, the country office will focus on five broad priorities:

The overall goal to accelerate the achievement of the government’s priority Sustainable Development Goals, with a focus on child sensitive target, reducing inequity and gender inequality and improving sustainability, including through crises preparedness.

The Programme will focus on 4 outcomes: 1. Inclusive social economic development for children; 2. Accountable institutions for children and access to justice; 3. Effective education, health and protection systems; 4. Sustainable management of water, sanitation and hygiene and environmental and disaster risks and other crises.

Capacity and affordability are critical to successful programme cooperation. Therefore, it is imperative that the country office review the country programme structure, and the capacity needs assess the current in-house capacity and identify capacity gaps and ways forward.

How can you make a difference?

1. Purpose of Assignment:

The purpose of the consultancy is to support the new country programme development from a human resource planning and management perspective, the consultant will support the country office to:

  • Review the country programme structure, and its implications for the office structure;
  • Recommend an office structure to support the new country programme, including human resource capacities needed;
  • Assess the current in-house capacity and identify gaps; and
  • Identify and recommend staff development activities as needed to fill in the gaps

    2. Programme Area and specific Project Involved:

The consultancy will be required to present the new programme structure to all staff. As a result, s/he will focus on developing an office structure and a staff-skill profile envisaged for the new country programme based on the draft country programme document and on a set of parameters/assumption (e.g. number of total staff, relative strength of functions/areas of expertise, relative capacity of other UN agencies, etc.)

Secondly, the current staff-skills profile for the Country Office and each section will be determined using current job description/profiles of established positions as a primary source of information. Based on the current office structure and staff profile, s/he identifies in-house capacity gaps to implement the new country programme.

Finally, the consultant will provide support to colleagues/Country Office in staff development activities. This would support staff members to prepare for the change.

3. Reasons why the Assignment cannot be done by a UNICEF Staff Member

In order to ensure neutrality, participation and contribution of all staff in the sessions the office needs to bring in an external consultant to facilitate the exercise.

4. Work Assignments and work schedule: Deliverables/End Product (s) and Time Frame

The consultancy will be based either in the office or from home depending on the situation due to restriction in travels, 20 working days are estimated.

Activity

Expected Outputs

1. Review the draft country programme document and interview key staff in the office to understand the context and the vision (5 working days)

2. Develop an office staff skills profile, by agreed dimension, for the next country programme (2021-2025) (5 working days)

3. Conduct a quantitative analysis of current capacity, by agreed dimensions by reviewing Job Description of current office structure. (4 working days)

4. Synthesize finding on current capacity and future requirements, including any gap identifies, and provide recommendations to address the gap including staff development activities (4 working days)

5. Produce a final report in English and in French (2 working days)

Output 1: A suggested office structure to support the new country Programme.Output 2: Staff-skills profile needed for the new country programme (the report should thoroughly justify the profiles developed)

Output 3: current in-house capacity and gaps for the new country programme.

Output 4: Current staff-skills profile for the office. Gap analysis report, including recommendations

Output 5: Final comprehensive support and CPMP draft document

6. Estimated Duration of Assignment:

The consultancy will be for 20 working days during the period from February to March 2021

7. Contract supervisor:

Under the supervision of Representative and working closely with Deputy Representative, Operation Manager and Section heads.

To qualify as an advocate for every child you will have…

  • Advanced University Degree and/or equivalent background in Management, human Resources or related field, or bachelor’s degree combined with 2 years of pertinent experience;
  • Minimum of 10 years or more work experience in Human Resources management and/or Organization Development at the level of work of this assignment are required
  • Senior level background on Human Resources management and/or Organization Development as well as very extensive experience in developing staff structures, profiles and assessments positions with good analytical knowledge, and sound judgment are a strong asset,
  • Previous experience in CPMP is a strong asset
  • HR planning and management competencies in UNICEF policies is a strong asset
  • Excellent skills in report writing
  • Excellent in interpersonal skills
  • Fluency in English and French is required

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
