Purpose of Activity/Assignment:

Given this backdrop, UNICEF Libya is accelerating its efforts in supporting Ministry of Social Affairs (MOSA) and Social Security Fund (SSF) to play a critical role in the release from detention centers and to promote alternative care options (a: placement into MOSA/SSF social care institutions; b: strengthening the kefala and hosting options for non-Libyan and not those residing only at residential care).

Therefore, UNICEF is seeking for a case management expert for children on the move (child migrants, refugees and asylum seekers) whom will be strengthening government’s role and accountability for the protection and welfare of the extremely vulnerable children currently under immigration detention.

Specific objectives:

  • To strengthen MOSA and SSF social workers’ and PSS counsellors capacity for the detection/identification, response and referrals of vulnerable child migrants and refugee children under immigration detention; as well as the determination of placement into alternative to detention options through development of Training of Trainers (TOT) and training modules especially on CP Case management, social work core skills (child friendly interviewing, self care etc); Best interests procedures/Best interest assessment.
  • To develop technical tools for MOSA and SSF for better detection/identification, response and referrals such as age determination tools, handing over protocols.
  • To support UNICEF to advocate for alternative to detention options through the finalization, endorsement and dissemination of the UNICEF Libya internal mapping exercise, to various stakeholders through the development of an advocacy plan and stakeholder mapping as well as to finalize the UNICEF Libya internal ATD mapping exercise through organizing a round table discussion amongst experts (legal, social etc).

Scope of Work:

The international consultant will be working remotely with critical missions into Libya mainly to deliver the TOT and training module for MOSA and SSF social workers. He/she will also be instrumental in developing critical tools such as the handing over protocol which should not only include in addressing the issue of temporary guardianship and custody but also with wider involvement by MOI, MOSA and SSF in coordination with UNICEF, UNHCR and IOM.

The international consultant will be working under the overall guidance of the Chief, Child Protection with day to day guidance by the in coming Child Protection Specialist (COM/J4C). The international expert will also be working closely with IOM and UNHCR as well as the relevant government institutions such as the Ministry of Social Affairs, Interior, Justice as well as the Social Solidarity Fund.

The international consultant’s scope of work is highly technical in nature and will also be working alongside and closely with the national legal consultant who should also be instrumental in deepen UNICEF’s understanding of the role of the Judiciary in the release of child migrants’ and refugees, the legal framework that is allowing and sanctioning non Libyan children accessing alternative care options as well as to address the issue of temporary guardianship once released from DC/DCIM and while in placement in the MOSA and SSF care centers. Further the international consultant will be co-leading with CORAM international and UNODC in organizing a round table discussion in promoting alternative care options in Libya.

To qualify as an advocate for every child you will have…

  • A Bachelor's University Degree in social science, sociology, law or related discipline.
  • A Master’s Degree and above is Preferable.
  • Proven work experience of over 10 years in social work, and case management including knowledge of BIA/BID.
  • Proven technical expertise in the area of children on the move including programming experience.
  • Fluency in English (both verbal and written).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
