Background

This consultancy will support documentation and development of up to 6 case studies from different programme areas to show case Kazakhstan CO good practices and exchange knowledge internally with UNCEF Regional Office (s) and HQ and externally with decision-makers, donors, peer countries and other interested stakeholders. UNICEF Kazakhstan would like to document country case studies to highlight how programmes addressed context-specific issues and what was the impact of the programmes in the country context.

Purpose of the Assignment

International Consultant to provide technical support to CO in documenting good practices and development of case studies in different programmatic areas.

The primary audience for these case studies are donors and decision-makers, with a secondary audience being internal UNICEF staff. They will be used as communication and public advocacy tools to share results and lessons learned from UNICEF’s work in different programmatic areas. Each case study will be between 2-4 pages of length (designed final product). The case studies will use a combination of reporting on facts and figures and storytelling about individual children reached by those initiatives.

The case studies, as appropriate, should aim to: • Address the context of program and programmatic achievements and challenges, with a focus on the impact, strategies to deliver at scale and partnerships • Highlight how UNICEF CO is reaching the most marginalized adolescents • Include both development and COVID-19 contexts as appropriate • Highlight the cross-cutting and multisectoral aspects of programmes and collaborations

The consultant will work closely with Knowledge Management focal point in CO in coordination with thematic programme colleagues (health, education, social and child protection etc.) and management.

Methodology The consultant will liaise/coordinate with Knowledge management officer and thematic programme colleagues in country office to identify and design methodology and work plan for documentation through: • Review of existing and already-collected documentation • Design the specific case study template based on the type of approach (good practice, promising practice, emerging practice). Sample template is attached to this TOR. • Design the question checklists for any additional identification of issues, interventions, methodologies, approaches, process, results and findings of successful interventions • Design the theory of change for these initiatives (retrospectively/prospectively) if needed • Collect information from thematic program colleagues and involved partners • Share versions program colleagues and management for their feedback and incorporate their feedback • Complete drafts, proposed layout and final versions of the 6 case studies • Collaborate with editor and graphic designer on the final versions • Design a dissemination plan for sharing with donors, partners and UNICEF staff.

Deliverables The expected final products of this consultancy are: • Draft plan for case studies with question checklists • Draft case studies for feedback of CO • Final case studies with dissemination plan.

All the deliverables are implemented under Deputy Representative guidance in close collaboration with Knowledge management Officer and relevant programme officers.

Timeframe The envisioned duration of the consultancy is 30 working days from May to December 2021 and maybe extended if there is such a need. The actual duration of the assignment and schedule of activities will be agreed with consultant based on the proposed implementation plan.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. • Payment upon completion of each deliverable according to schedule. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
