UN Women, the United Nations entity for gender equality and the empowerment of women, was created to accelerate progress towards the fulfilment of their rights around the world. UN Women assists UN member states in setting international norms and standards for achieving gender equality and works with governments and civil society to develop laws, policies, programs, and services needed to implement these standards.

UN Women, in partnership with the National Commission on Women Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan, and with other partners, including from the civil society works to promote gender equality and women’s empowerment (GEWE) in Kazakhstan.

It works with the civil society organizations (CSOs) in the format of an extended Civil Society Advisory Group and plans to extend its outreach to the CSOs in all provinces of the country, including in the rural areas. The UN Women plans to strengthen its cooperation with the CSOs and support their capacity building, focusing also on youth CSOs.

In this regard, UN Women Kazakhstan plans to hire an international consultant, to conduct analysis and assessment of civil society organizations that are working country-wide in the area of GEWE and youth and prepare recommendations on how UN Women could strengthen its engagement with the CSOs, especially in the provinces and rural areas.

The results of the work will be provided for making further decisions on improving cooperation with the CSOs.

To carry out this task, it is planned to hire an international expert with experience in this field.

Duties and Responsibilities

Purpose

Under the supervision of UN Women Programme Specialist, the International Consultant is expected to conduct analysis and assessment of civil society organizations that are working country-wide in the area of GEWE and youth and prepare recommendations for UN Women strategy to further strengthen its engagement with the CSOs, especially in the provinces and rural areas. The International Consultant is also expected to provide an overview of concrete examples of international best practices of engaging CSOs.

Duties and Responsibilities

The International Consultant will provide expertise and assessment described above and is expected to undertake the following specific tasks:

  1. Mapping of CSOs working in the area of GEWE and youth in each province, including rural areas;
  2. Conducting consultations with all relevant partners, including government, civil society, international community, academia and media as well as with UN partners in the country;
  3. Preparation of an analytical assessment report with supporting documents on the CSOs and their strength, weaknesses, opportunities and risks and potential areas of UN Women’s interventions; overview of 2-3 examples of international best practices of engaging CSOs.
  4. Prepare recommendations for UN Women strategy to further strengthen its engagement with the CSOs, especially in the provinces and rural areas.
  5. Conduct 3 online consultations with local stakeholders to present the findings.

The consultant is expected to work remotely (home-based) and conduct online consultations with UN Women. If the pandemic situation allows, the consultant is expected to travel to Kazakhstan for offline consultations.

All deliverables must be certified and approved by UN Women.

Deliverables and timelines

Management arrangements:

The International Consultant will work under the direct supervision of the UN Women Programme Specialist for Kazakhstan. The consultancy will require home-based work and potential travel to Kazakhstan if the pandemic situation allows.

Financial arrangements:

Payment will be made upon submission and approval of deliverables, and certification by the UN Women Programme Specialist that the services have been satisfactorily performed. The International Consultant’s performance will be evaluated against such criteria as timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Required Skills and Experience

The selection process of International Consultant will be by following criteria:

Education:

  • Advanced degree in gender studies, civil society studies, international law, international relations, political affairs, human rights, public administration, business administration and related areas.

Experience:

  • Minimum 5 years of experience in the area of human rights, civil society and/or gender;
  • Experience with the UN and other international organizations, as well as with government agencies is mandatory;
  • Knowledge of CSOs in Kazakhstan is an advantage.

Languages:

  • Excellent writing and speaking skills in English and Russian.

Applicants must meet the above minimum qualification requirements which will be included in the technical evaluation process in the future. The next stage of the assessment process will be maintained by cumulative analysis methodology of technical proposal (70%) and the financial proposal (30%) of the candidate.

Only candidates, who will accumulate at least 490 (70%) points of the maximum 700 points during the technical evaluation process, will be qualified for financial proposal*.

* Each candidate will be requested to submit consolidated financial proposal (a "consolidated financial proposal" that includes applicant's all expenses required to perform the tasks, including travel expenses for the task, etc.).

The financial offers of the technically qualified candidates will be requested and will be weighted in terms of selection points as per below formula:

B = T + Clow / C x 300 where

T- is the universal technical score awarded to the evaluation of the proposal (only those proposals that pass 70% of the technical evaluation);

C is the financial offer of the candidate; and

Clow- is the lowest financial proposal among all evaluated candidates;

300 is the maximum financial point that can be obtained.

The successful candidate will have accumulated the highest aggregated score (technical and financial scoring).
