Background

The EU4Climate Project helps governments in the six EU Eastern Partnership countries - Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine - to take action against climate change. It supports countries in implementing the Paris Climate Agreement and improving climate policies and legislation. Its ambition is to limit climate change impact on citizens’ lives and make them more resilient to it. EU4Climate is funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP). The objective of the project is to support the development and implementation of climate-related policies by the Eastern Partnership countries that contribute to their low emission and climate-resilient development and their commitments to the Paris Agreement on Climate Change. It identifies key actions and results in line with the Paris Agreement, the "20 Deliverables for 2020”, and the key global policy goals set by the UN 2030 Agenda for Sustainable Development. The project will also translate into action priorities outlined in the Eastern Partnership Ministerial Declaration on Environment and Climate Change of October 2016. To realize this project goal, the following results should be achieved: Finalized or updated nationally determined contributions communicated to the UNFCCC; Improved inter-institutional awareness and coordination at the political and technical level of the Paris Agreement and the corresponding national commitments; Established or strengthened MRV systems, with countries getting on track with Paris Agreement transparency requirements; Advanced alignment with EU climate acquis as provided by bilateral agreements with EU and in the context of Energy Community Treaty on climate matters that are not covered by the EU4Energy programme; Establishment of concrete sectoral guidelines for the implementation of the Paris Agreement in each of the Eastern Partners; Increased mobilization of climate finance; Enhanced adaptation planning.

Duties and Responsibilities

EU4Climate project currently supports the Ministry of Environmental Protection and Agriculture of Georgia and other national partners in developing various climate related strategies and policies, such as: Long Term Low Emission Development Strategy; Climate Mainstreaming Recommendations in Energy, Agriculture and Health Sectors; Financial Strategy and Investment Plan for National Determined Contributions; Climate Change Communication Strategy and Awareness Raising Action Plan and etc. One of the main objectives of EU4Climate project is to ensure comprehensive coverage of relevant areas within the policies developed and supported by the EU4Climate Project, its thematic components include the requirement to address the implications and/or opportunities for private sector during the NDC implementation process. The overall objective of the assignment is to assess the NDC, CSAP and draft Lt-LEDS to identify what is the role and or opportunities for private sector within the NDC, CSAP and draft Lt-LEDs. This task would entail detailed assessment of the two documents and any relevant policy documents derived from NDC, CSAP and Lt-LEDs (if any) and identify actions that would involve the collaboration with private sector. The consultant will be also assigned to develop set of recommendations to identify opportunities for private sector to contribute to the NDC target achievement.

Under the direct supervision of the EU4Climate National Coordinator and the overall supervision of UNDP CO, the incumbent will engage in the process of review of relevant strategies and policies; plan and conduct training sessions for identified partners and stakeholders and ensure that private-sector considerations and issues are well identified in the guidance document. More specifically, a private sector consultant will be responsible for the following activities: Task 1: Assess NDC, CSAP and draft Lt-LEDs from a private sector perspective Task 2: Develop a guidance document on private sector roles/opportunities (including article 6 of the Paris Agreement) within the framework of NDC, CSAP and draft LT-LEDs Task 3: conduct two trainings with the private sector representatives on private-sector considerations regarding climate policy.

Deliverables and payment modality:

50% of the consultancy fee - 15 September 2022

  • Task 1: Assess NDC, CSAP and draft Lt-LEDs from a private sector perspective
  • Task 2: Develop a guidance document on private sector roles/opportunities (including article 6 of the Paris Agreement) within the framework of NDC, CSAP and draft LT-LEDs

50% of the consultancy fee - 30 November 2022

  • Task 3: conduct two trainings with the private sector representatives on private-sector considerations regarding climate policy.

The work of the Consultant will be directly supervised by the EU4Climate National Coordinator under the overall supervision of the EU4Climate Regional Manager. The consultant will be directly responsible to, reporting to, seeking approval from, and obtaining a certificate of acceptance of outputs from the above-mentioned persons.

Knowledge and skills:

  • Extensive knowledge in the following fields: gender and climate change
  • Knowledge of international process related to climate process
  • Knowledge of policy research, analysis and policy development.
  • Knowledge of quantitative and qualitative data collection and analysis.
  • Proven ability to work flexibly and independently with limited supervision and deliver quality results against tight deadlines. Excellent communication skills both in written and oral, cultural sensitivity.
  • Fluency in English. Excellent writing skills in English.
  • E-literacy

Required Skills and Experience

Education:

  • Master’s degree in sustainable development, environmental management, policy, law, political science, business administration or other related expertise areas required. (Minimum requirement) - 7 Points;

Experience:

  • Minimum 5 years experiences in the field of private sector/business administration; (Minimum requirement) - 10 Points;
  • Minimum 3 years of experience on issues related to climate finance, climate investments, energy and/or climate related private sector project development (Minimum requirement) - 10 Points;
  • Experience in knowledge development via designing training manuals and implementing training and capacity-building activities for a variety of stakeholders, including from private sector (Minimum requirement) - 7 Points;
  • Experience in policy research, analysis, and policy development - (Minimum requirement) - 7 Points;
  • Knowledge of international processes related to climate change will be an asset) - 3 Points;
  • Sound understanding of sustainable development, the social dimension of environmental management issues, climate mitigation and adaptation, climate risks and impacts issues will be an asset - 3 Points;
  • Experience in quantitative and qualitative data collection and analysis will be an asset - 3 Points;

Evaluation :

Individual consultants will be evaluated based on the cumulative analysis method: Offerors will be evaluated against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria, that includes desk review and interview scores and in total equals to 70 and for financial criteria – to 30. Technical evaluation composes of desk review (50 points) and interview (20 points). Offerors that do not meet Minimum Qualification Criteria will be automatically rejected, while the rest will form up the long list. The offerors who obtain minimum 35 points as a result of the desk review will be invited for the interview. Offerors who pass 70% threshold, i.e. obtain minimum 14 points, as a result of the interview will be requested the financial proposal.

Financial Proposal:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the ToR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount. Maximum 30 points will be assigned to the lowest price offer. All other price offers will be scored using the formula (inverse proportion): Financial score X = 30* the lowest price offer/suggested price offer. All envisaged travel costs must be included in the financial proposal as well.
