Result of Service The contract will be for five months, 15 days per month, and conducted through the completion of the following deliverables:

1. Completion of home-based assessment of current investigation holdings and gap analysis, leading to proposed recommendations for remediation of evidential gaps relevant to criminal analysis and linkage to core international crimes related to ISIL’s crimes committed against all people in Nineveh, Iraq, in accordance with the pace of work and volume of material available during the contract;

2. Completion of an Expert Assessment, delivered electronically to the team by 30 April 2024. This Expert Assessment to contain expert-level criminal analysis and available evidence, based on material collected to date, to demonstrate:

(i) Factual findings and conclusions regarding widespread and systematic attacks by ISIL in Nineveh, Iraq, including through the use of chemical and biological weapons, between 2014 and 2017, to support investigations of Crimes Against Humanity; (ii) Substantive analysis of ISIL’s leadership and structure; (iii) Substantive analysis of networks, identification of suspected perpetrators, and if found, evidence of Superior Liability; and (iv) Specific areas or gaps recommended for further investigation and analysis, and where available and appropriate, referrals or proposals to support further inquiries and investigative actions.

In each case, indicators for the evaluation of deliverables/outputs will include:

  • Timeliness;
  • Achievement of goals and quality of work;
  • All analysis, findings, recommendations and/or conclusions are based on evidence, which is held or available to the team; and
  • Content is communicated in clear, concise language, comprehensible by a non-technical audience.

    Duties and Responsibilities Under the supervision of the Heads of the Erbil-based FIUs, the Consultant within limits of delegated authority, will rely on special skills, training and knowledge in the field of criminal analysis to strengthen the investigations. The Consultant will be responsible for the following:

  • Contributes to the accomplishment of crucial investigative outcomes by providing expert advice in relation to ISIL’s Leadership and Structure; ISIL Perpetrators, Perpetrator Networks and their linkage to crimes committed against all people in Nineveh, Iraq; and Development and Use of Chemical and Biological Weapons in Iraq;

  • Reviews investigation holdings, conducts a gap analysis, and provides expert advice in support of remediation of evidential gaps relevant to criminal analysis and linkage to core international crimes;
  • Identifies relevant experts, leveraging professional networks, to identify sources of expert evidence, and supports the teams to obtain evidence relevant to the Iraqi-ISIL context;
  • Identifies evidence of ISIL’s series of attacks, including through the use of Chemical and Biological Weapons, that demonstrate their being widespread and systematic, including but not limited to the non-accidental repetition of similar criminal conduct on a regular basis, to support investigations of Crimes Against Humanity;
  • Identifies available datasets, conducts substantive analysis and delivers network and other analyses in support of the investigation, to support identification of suspected perpetrators and Superior Liability;
  • delivers criminal analysis capability building workshops inside Iraq, including but not limited to local workshops to build Iraqi capability, as requested and if budget permits;
  • Delivers of appropriate expert-level analytical products on evidence gathered by the investigation teams; and
  • Performs other duties, as assigned.

    Qualifications/special skills The Consultant must have a master’s degree in the field of criminology, criminal analysis, or a related social science field; and The Consultant must possess specialized training specifically related to criminal analysis. A minimum of 10 years of experience supporting organizations in criminal analysis is required. Experience delivering professional-level training in the field of criminal analysis is required. Experience working on Da’esh/ISIL crimes is required. Experience working on Da’esh/ISIL crimes within the territory of Iraq is desirable. Experience investigating international crimes is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge in Arabic is desirable.
