Background:

The OSCE is the largest regional security organization globally and plays a vital role in addressing the comprehensive aspects of human rights and security for women, men, girls, and boys. The Gender Issues Programme (GIP) of the Office of OSCE Secretary General supports efforts to promote gender equality across the organization through the implementation of the OSCE 2004 Action Plan and relevant MC decisions.

The GIP works to mainstream gender equality in all policies, programmes, projects, and activities of the organization to enhance comprehensive security in three dimensions. Although women's participation in decision-making is protected by international human rights frameworks, there is still a great disparity in the number of women in leadership roles at all levels.

The full, equal, and meaningful participation of women can help advance gender equality and address gender-specific risks and vulnerabilities more effectively. Supporting women's leadership is a priority of the OSCE, and the GIP implements activities to advance the role of women leaders in peace and development processes.

The GIP also strengthens the knowledge and skills of policy-makers and decision-makers to include a gender perspective in their work and supports networks of women and men that aim to advance gender equality in security. The GIP received a request for assistance from the Gender Unit of the State Emergency Service of Ukraine (SESU). Women make up more than 22% of SESU and work extensively with the consequences of military actions, including civilian citizens' evacuation, provision of psychological support, distribution of humanitarian aid, and maintaining help points throughout the country. Women hold 21% of leadership positions at SESU.

The GIP's extra-budgetary project WIN (WIN for women and men strengthens comprehensive security through innovating and networking for gender equality) works with implementing partners in Ukraine to support women peacebuilders in the implementation of Ukraine's National Action Plan on USNCR 1325. The aim of this project is to support women's leadership and advance gender equality in the security sector, contributing to the realization of SDG 5 (Gender equality) and SDG 11 (Sustainable cities and communities). The GIP will work closely with the SESU to strengthen the knowledge and skills of female personnel and promote their full, equal, and meaningful participation in decision-making processes. This project recognizes the significant role of Ukrainian women leaders in humanitarian responsesand seeks to enhance their leadership across all spectrums of humanitarian actions and responses.

Objective of Assignment:

Develop methodology and conduct sessions on women’s leadership in the security sector in war and post-war settings for the female personnel of the State Emergency Service of Ukraine

Tasks and Responsibilities:

  1. Develop a methodology for conducting sessions on women’s leadership in the security sector at war and post-war settings.
  2. Conduct an assessment of SESU female personnel needs and leadership practices in the service in close cooperation with the SESU Gender Unit.
  3. Prepare session materials and programme based on the methodology of women’s leadership in the security sector
  4. Conduct sessions on women’s leadership in the security sector in conflict and post-conflict settings. for up to 25 SESU employees.
  5. Submit the detailed report on session results, lessons learned, and recommendations.

Necessary Qualifications:

  • Minimum a master's degree in relevant areas (development, social studies, gender equality);
  • At least five years of working experience in enhancing leadership skills or organizational development, the experience of working with the security sector would be an asset.
  • At least five years of proven experience in preparing educational modules/training gender-responsive leadership.
  • Proven research and analytical skills.
  • Familiarity with the context of work within the security sector in Ukraine will be an asset;
  • Flexibility and ability to meet deadlines;
  • Professional fluency and excellent drafting skills in English. Working knowledge of Ukrainian is an asset;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
  • Good communication skills, initiative, and problem-solving skills;
  • Computer literacy with knowledge of the Microsoft Office package and online meeting tools.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
