You have:
- Second-level university degree in Economics, Statistics, Political Science, Sociology or related field.
- Demonstrated expertise in Statistical computing, Statistical data analysis, Data science, Statistical modeling, Quantitative research, Predictive analytics.
- Minimum five (5) years of professional experience in areas relating to international migration governance and/or good governance, and/or economic development.
- Professional fluency in English; knowledge of another OSCE language is considered an asset.
- Excellent writing skills.
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
- Ability and willingness to work in team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
- Possibility to access comprehensive data sources (e.g. microdata) through academic or institutional affiliation is considered an asset.
- Prior experience of working for international organizations and government institutions is considered an asset.
Background:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental concerns can contribute to peace, security and stability. The OCEEA’s role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote peace and security.
Against this background, the OCEEA supports participating States in developing and strengthening comprehensive and effective migration governance, as a key contributing factor to security, stability and growth. The OCEEA is mandated to support participating States by: addressing the potential contribution of migration to sustainable development; improving data collection and exchange of best practices; combating illegal migration and addressing its root causes.
Objective of Assignment:
To achieve these objectives and in the context of its programmatic activities, the OCEEA seeks to contract the service of an Expert to provide technical support and perform quantitative analyses on a range of migration related topics.
Duration of Assignment:
Up to 180 working days per calendar year.
Tasks and Responsibilities:
Under the supervision of the OCEEA Project Officer, the expert will provide the following services:
- Design and define the empirical strategy;
- Select, collect and clean the data for the empirical analyses;
- Carry out the empirical analyses;
- Co-author reports and/or policy briefs to be published by the OSCE.

Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
