Background

UN Women Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Assignment Background:

Violence against women and girls (VAWG) is one of the most widespread violations of human rights worldwide, globally affecting around almost one in three women in her lifetime. Regional evidence suggests that a similar ratio applies in the Asia-Pacific region. Forms of VAWG may vary, and there are variations across sites, however, current available data indicates that in 2018, 19% of women in South Asia, 9% in Southeast Asia and between 19% and 30% in the Pacific experienced physical and/or sexual intimate partner violence in the past 12 months.

In Asia and the Pacific, UN Women engages in Ending Violence Against Women in a variety of forms, including through the regional projects to Eliminate Violence against Women and Girls in Asia and the Pacific, jointly funded by the Australian Department of Foreign Affairs and Trade and the Ministry of Gender Equality and Family of the Republic of Korea. The project has a strong focus on the prevention of VAW, data and evidence building. It employs a multidimensional approach to preventing and responding to VAW by strengthening the capacity of institutions to implement legislation to prevent and end VAW; promoting transformative social norms, attitudes and behaviours at community and individual levels; and investing in the provision of essential services for survivors of violence. The project addresses VAW in schools, media, workplaces, sports and communities.

UN Women co-chairs the Regional UNITE Campaign Working Group, which advances regional efforts to build knowledge and evidence from this region as part of solution building to end violence against women and girls. The United Nations Secretary-General’s UNiTE by 2030 to End Violence against Women Campaign calls on governments, civil society, women’s organizations, the private sector, the media and the entire UN System to join forces to end violence against women and girls, with a focus on five main outcomes:

  • Adoption and enforcement of national laws to address and punish all forms of violence against women and girls in line with international human rights standards;
  • Adoption and implementation of multi-sectoral national plans of action that emphasize prevention and are adequately resourced;
  • Establishment of data collection and analysis systems on the prevalence of various forms of violence against women and girls;
  • Establishment of national and/or local campaigns and the engagement of civil society in preventing violence against women and girls and supporting victims of violence against women and girls; and
  • Systematic efforts to address sexual violence in conflict situations.

The Generation Equality Action Coalitions are bringing together governments, women’s, feminist and youth-led organizations, international organizations, foundations, and businesses to drive change. Through blueprints for action co-created by Action Coalition leaders, they are catalysing collective commitments; sparking global and local conversations between generations and across communities; and driving substantial increases in public and private funding. Through its emphasis on partnerships which centres civil society, the GBV Action Coalition (GBV AC) is mobilizing governments, civil society, international organizations, philanthropies and the private sector to deliver transformational progress towards the elimination and prevention of GBV through four concrete actions: (1) Creating enabling policy, legal and resource environments; (2) scaling up evidence driven prevention programming; (3) Scaling up comprehensive, accessible and quality services for survivors; and (4) Enabling and empowering autonomous girl-led & women’s rights organizations to exercise their expertise. UN Women is a co-leader in the Action Coalition on GBV.

Within this context, the End Violence against Women unit at UN Women Regional office for Asia and the Pacific (ROAP) strives to develop a greater degree of common understanding of violence against women and girls, how it could be eliminated and provide safe spaces for open conversations with practitioners to develop knowledge, promising practices, and interventions. In 2023, the Ending Violence against Women (EVAW) unit will support the UN Member States and agencies, civil society, academia and practitioners as well as UN Women Country Offices in their policy and programme interventions, build a wealth of knowledge in the area of ending violence against women and coordinate efforts with the GBV Action Coalition in the Asia and the Pacific region. The EVAW unit will support civil society and practitioners to mobilize and establish regional knowledge communities and networks to end violence against women. The purpose of the networks is to unleash creative thinking, identify collective learning and knowledge, enable shared understandings and consensus-building, bundle the “how-to” tools and approaches, and facilitate deeper practice and strategic approaches to end violence against women and girls in the Asia and the Pacific region.

The purpose of this consultancy is to provide technical inputs to UN Women country and regional office and partners in the area of prevention and response to violence against women and maintain a vibrant community of partners to advance high quality interventions, learning exchanges, dialogues, knowledge products, lessons learned, and practices.

The consultancy will be supervised by Ending Violence against Women Programme Manager in Bangkok, Thailand with direct interaction with the network partners across the region.

Duties and Responsibilities

Coordinate and maintain a vibrant community of partners to advance evidence-based interventions on the prevention and response to VAWG, with focus on coordination of the UNITE Campaign to End VAW Working Group.

  • Coordinate the regional UNITE Campaign to End VAW Working Group including the coordination and planning for the regional 16 Days of Activism campaign.

  • Coordinate joint initiatives, meetings, and learning exchange activities between the UNITE members and regional Working Groups (such as GIHA, GBViE) in the region, including developing concept notes, agendas, overseeing logistical arrangements for meetings, issuing regular communications, and preparing follow up reports and actions.

  • Provide inputs to communications plans for the UNiTE initiatives and partnership work and mainatain collaboration with the UN advocacy and aommunications group, public information officers and media associates.

  • Ensure quality documentation, reporting and monitoring of UNITE advocacy/campaign results, lessons learned and effective approaches in the Asia-Pacific region, including to update the Issue Based Coalition (IBC) group.
  • Support regional CSOs networks focused on ending violence against women by engaging with and supporting existing networks and sharing knowledge, opportunities, and resources.

  • Mapping and analaysis of the United Nations Sustainable Development Cooperation Framework (UNSDCF) and Joint Programmes in the region focused on reponse and prevention of GBV.

Promote the priorities and actions of the GBV Action Coalition in the Asia Pacific region.

  • Support regional coordination, planning, and convenings of the GBV AC activities and facilitation of dialogues and learning exchange series in coordination with the GEF Secretariate and the GBV AC Secretariate in HQ .
  • Maintain a vibrant community of GBV AC Commitment Makers and document success stories.
  • Support adding new commitment makers from the Asia and the Pacific region by mapping potential commitment makers and preparing onboarding packages.
  • Provide substantive input and recommendations regarding coordinated actions on GBV, aligned with the UNITE campaign, GBV Action Coalition, and relevant coordinated actions.

Contribute technically to the development of programme and policy strategies, monitoring and reporting, with a focus on joint UN initiatives and coordination where needed

  • Research and analyse a range of issues to inform the development of policies, programmes and resource mobilization proposals.
  • Provide substantive inputs to the design and formulation of project proposals, initiatives, and partnerships strategies.
  • Provide technical inputs to monitoring and evaluation eporting.

Contribute technically to the development of programme and policy strategies, implementation, and monitoring and reporting in the area of Prevention and Response to Violence against Women and Girls (VAWG)

Monthly Report including:

  • Research and analyse a range of policy issues to inform the development of policies, programmes and activities that ROAP is advancing.
  • Inputs to the design and formulation of programme/project proposals and initiatives.
  • Preparation, coordination and facilitation of one dialogue, learning exchange, or training session per month.
  • Offer technical guidance to one country office/month on the implementation of EVAW programmes including guidance on resource mobilization.
  • Input to briefing notes, statements, advocacy messages, and contribute to corporate reports.
  • Coordination or editing of one research and knowledge products per month.

Supervision

The consultant will be supervised by the Ending Violence against Women Programme Manager, with matrix management by the UNITE Coordinator.

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • Qualifications/Training in data analysis, data research, and/or evaluation are highly desirable

Experience:

  • At least 5 years of experience focusing on gender equality, ending violence against women, and women’s empowerment issues, including at the international level.
  • Demonstrated experience supporting regional initiatives, programmes and projects.
  • Demonstrated engagement with gender equality issues including research report writing, evaluative assessments and data compilation and analysis of relevance to broad accountability frameworks and its multiple dimensions.
  • Work experiences with the United Nations or/and other international organizations and the government are an asset.
  • Knowledge about gender equality, the empowerment of women and violence against women in Asia Pacific and familiarity with non-profit and/or international organizations is an advantage.

Language requirement:

Fluency in English, with strong writing and presentation skills. Knowledge of other Asian languages is an asset

Contract period and work location

The consultant will be engaged over the period of Aug 2023 – Mar 2024. Deliverables from the consultant will be reviewed and approved by the EVAW unit manager before they are considered final. The consultant will be home-based and working remotely for the UN Women Regional Office for Asia and the Pacific
