Evaluate and improve the OSCE talent development strategy

You have:

  • University degree in human resources or a related field.
  • CIPD/SHRM/HRCI or similar certification in human resources and/or learning & development is desirable.
  • Minimum of 8 years professional experience in learning and development in an international environment.
  • Strong expertise and experience in evaluating learning outcomes, data collection and analysis.
  • Strong knowledge of the latest trends in learning and development, such as the use of gamification for learning, upskilling and e-course development.
  • Experience using e-course development software is desirable.
  • Strong understanding of strategic planning and strategic human resource management.
  • Strong analytical skills with an ability to produce innovative solutions.
  • Flexibility and ability to work in a deadline driven environment.
  • Professional fluency in written and spoken English.
  • Computer literate.
  • Demonstrated awareness of and sensitivity to diversity, and an ability to integrate a diversity perspective into tasks and activities.
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Background:

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 20 working days.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States (pS) enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of talent acquisition, administration of benefits and entitlements, payroll, performance management, talent development, and policy and employee relations across the Organization.

Talent Development, as part of the Department of Human Resources, develops and delivers learning and development activities and products to our people across the OSCE. Talent development activities include facilitation of leadership development and other programmes, campaigns on values-related culture-shaping topics, acquisition and development of e-learning, activities that enable staff to learn from each other, and innovative ways to support internal communication such as podcasts. Talent development is also responsible for the performance management process and supports team effectiveness through tailored support

The OSCE Department of Human Resources (DHR) is committed to attracting, managing, developing and retaining high quality and diverse staff, by taking measures to further brand and promote the OSCE as an attractive employer, both internally and externally, and continuously improving leadership and management courses to support leaders in creating a positive and lasting impact on the Organization. To that effect, the DHR/Talent Development Unit (TDU) will have an independent evaluation of its approach to staff development, by reviewing its learning offerings of the past three years and with a view to their better alignment with the organizational priorities and related staff needs, as well as with new trends (particularly in e-learning).

Tasks and Responsibilities:

Under the supervision of the Deputy Director of Human Resources the Consultant will perform the following tasks:

Assessing the approach of DHR to talent development and reviewing the OSCE learning offers with supporting documents, including attendance, post-course feedback since 2021 and in conversations with DHR/Talent Development Unit and other internal stakeholders;

- Developing and launching a staff survey focusing on learning and development;

- Analyzing the findings and results of the survey;

- Developing recommendations for future action.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
