Background:

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 5 months.

The Office of the OSCE Secretary General/Executive Management is looking for a consultant to carry out an evaluation of extra-budgetary project “Strengthening OSCE efforts on Youth and Security” supported by the OSCE in the region. The evaluation will be led by an evaluation manager at the OSCE Secretariat. In line with the OECD-DAC standard evaluation criteria, the evaluation will assess the relevance, coherence, impact, comparative advantage, gender mainstreaming and sustainability of the OSCE’s assistance projects over the period March 2017- September 2022.

The evaluation will assess short-term (outcome), mid-term (outcome) and long-term (impact) results as determined by data availability. The evaluation shall also assess to what extent gender has been mainstreamed the assistance projects(-s) / programme, as outlined in the OSCE Action Plan for the Promotion of Gender Equality (2004), to what degree a comparative advantage has been established, to what extent co-ordination has taken place (within Executive Management, with other Executive Structures and the Secretariat), and to what extent project monitoring has taken place. It will moreover identify recommendations, lessons learned (what did not work well) and best practices (what worked well).

The evaluation design will be chosen in consultation with the evaluation manager. The evaluation design will inform about data collection and analysis tools, evaluation scope, evaluation approach (e.g., gender-responsive, utilisation-focused etc.), indicator development (in line with the results), and methodological limitations. The evaluation will be based on three data sources: [1] OSCE documents, financial records, and related material, [2] structured key informant interviews/surveys (including of OSCE staff, project partners and beneficiaries, and representatives of international organisations), and [3] third party studies and data.

Objective of Assignment:

The objective of the decentralized evaluation is to assess the relevance, coherence, impact, comparative advantage, gender mainstreaming and sustainability of the youth-related programmes and activities promoted by the Office of the Secretary General/Executive Management within the extra-budgetary project Strengthening OSCE efforts on Youth and Security. It will do so by assessing its mandate on youth and security; adopting a youth-inclusive and sensitive approach; as well as by capturing good practices and lessons learned and identifying recommendations that will contribute to improving the planning, organization and implementation of future activities and programmes.

Duration of Assignment: Approximately 5 month.

Tasks and Responsibilities: Under the overall supervision of the Adviser on Youth and Security, the successful candidate will be tasked with the following duties:

  • Desk research on policies and programmes related to the Youth, Peace and Security Agenda in other regional and international organizations;
  • Development of inception report, based on the methodology outline in the evaluation ToR;
  • Data collection, including through interviews and surveys, online focused group discussions with youth beneficiaries of the project, participation to selected youth activities;
  • Preparation of interview guides (one per stakeholder group) and compilation of summary reports of key informant interviews and focus group discussions;
  • Preparation of online survey questionnaire and analysis of survey results;
  • Draft of evaluation report;
  • Integration of the comments of the evaluation manager and others (this process may include one or more iterations/reviews depending on the quality of deliverable submitted);
  • Finalization of evaluation report (25 pages max excluding annexes), containing the evaluation’s main findings and emerging conclusions as well as incorporating comments from OSCE evaluation manager and reference group members;
  • Preparation of PPT slides and presentation of main evaluation findings and recommendations to OSG/ExMan.

  • Second draft evaluation report;
  • Final evaluation report (25 pages max. excluding annexes);

Necessary Qualifications:

  • A Masters or higher level degree in social sciences or a related field (development studies, political sciences, economics, evaluation, etc.);
  • A minimum of 8 years documented evaluation experience, preferably in a lead role. This includes proven knowledge of evaluation methodologies and approaches;
  • Documented multi-year experience in conducting independent and/or thematic evaluations of youth-target projects;
  • Documented multi-year experience with gender mainstreaming in evaluation;
  • Specific OSCE region expertise is required;
  • Experience working with MS office suite and Windows applications;
  • Professional fluency in written and spoken English; working knowledge of other OSCE languages, especially Russian is desirable;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.

The SSA is expected to last for 26 working days in the period from 30 May 2022 to 23 September 2022, with an amount of 500 EUR per day. The remuneration shall be paid in three instalments: 35% upon submission of the inception report; 35% upon submission of the second evaluation report; 30% upon submission of the final evaluation report.

The payment will take place according to the invoice submitted for the actual days of service provided by the web designer.

The vendor agrees to cover any/all additional cost that may occur, up to 10% of this contract.
