Duties and Responsibilities 1.Organizational Setting, Purpose, and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. To enhance Iraq’s capacities and readiness to meet its commitments under a set of Multilateral Environmental Agreements (MEAs), UNEP supported the Government of Iraq in the development of a National Environmental Information System. This system will act as the main source of information relating to the current and evolving status of the environment of Iraq. The system is designed based on six categories of environmental indicators containing 22 indicators that are presented to the user through “dashboard” approach as well as GIS maps and satellite imagery to achieve the desired environmental monitoring. This consultancy aims to conduct an in-depth analysis of national policies and legislation related to the environment, with a focus on intellectual property (IP) and digitalization. This consultancy also aims to conduct a SWOT analysis of the regulatory inventory and map the regulatory framework between Iraq and the KRG (Kurdistan Regional Government). Additionally, it will identify and institutionalize regulatory and collaborative mechanisms to enhance information sharing for the effective implementation of Multilateral Environmental Agreements (MEAs) and Sustainable Development Goals (SDGs).

2.Duties and Responsibilities: Under the direct supervision of the Regional Coordinator for Science-Policy at UNEP the Consultant will carry-out, inter alia, the following duties and responsibilities: 1.Update of Ministerial Mechanisms and Processes - Identify and institutionalize additional regulatory and collaborative mechanisms and processes, at inter and intra ministerial levels, to support enhanced collaboration, consultation and sharing of information in support of the implementation of MEAs and SDGs. 2.National Legislation Mapping - Collect in collaboration with Iraqi authorities’ relevant national policies and legislation related to the environment, with a specific focus on intellectual property (IP) and digitalization in Iraq. - Based on the developed inventory, conduct a SWOT analysis of the regulatory inventory, and map the regulatory framework in Iraq to that in the KRG (Kurdistan Regional Government). Deliverables: •D1: Report on the identified inter- and intra-ministerial regulatory and collaborative mechanisms and processes and the recommendations to institutionalize the developed mechanisms. •D2: Inventory of national policies, legislation related to the environment, with a specific focus on intellectual property (IP) and digitalization in Iraq. •D3: SWOT analysis report of the regulatory inventory, including a mapping of the regulatory framework between Iraq and the KRG (Kurdistan Regional Government).

Qualifications/special skills Master’s (or higher) in Environmental Law, Environmental Sciences and International Affairs or equivalent is required. Minimum 7 years’ experience in Environmental Law, Legislations and International Affairs or similar field is required. Experience in environmental management and monitoring is desirable. Familiarity with the Iraqi and regional environmental context is required. Ability to conduct research and work independently is required.

Languages Fluency in written and spoken English and Arabic is required.
