UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Bangladesh is hosting some 960,000 Rohingya refugees and Forcibly Displaced Myanmar Nationals. The Rohingya issue has become a protracted crisis since the largest influx in 2017. UNESCO has provided education and skills development opportunities to the Rohingya and Host Communities since 2018 in collaboration with international and national organisations. With the support of Education Cannot Wait (ECW), UNESCO is implementing the ECW Multi-Year Resilience Programme (MYRP) Phase II (2022 - 2025) - Education for Rohingya Refugee and Host Community Children in Bangladesh, in consortium with UNICEF and UNHCR. The programme intends to achieve five outcomes: - ACCESS - Improved access to learning opportunities in a safe and protective environment for girls and boys (aged 3-18). - EQUITY AND INCLUSIVITY - Gender and disability-inclusive, safe and child friendly teaching and learning environments created for girls and boys (aged 3-18). - QUALITY LEARNING - Improved quality of learning for girls and boys (aged 3-18). - SYSTEMS STRENGTHENING - Improved systems for quality, inclusive, safe and equitable educational provision; and - RESOURCE MOBILISATION - Increased resourcing for the expansion of quality, inclusive, safe and equitable educational provision. In addition, UNESCO is a technical partner in the provision of adult literacy and numeracy, under the coordination of the Cox's Bazar Livelihood and Skills Development Sector (LSDS), and an actively contributing United Nations partner in the Rohingya Refugee Response, under the coordination of the Inter-Sector Coordination Group (ISCG). Duties and Responsibilities --------------------------- The incumbent will be responsible to provide guidance and support to the Cox's Bazar project team for effective implementation, monitoring and reporting of the ECW MYRP Phase II and other EiE projects and activities. In addition, the incumbent will support the evaluation of the MYRP Phase II as part of the Evaluation Reference Group under the coordination of the Education Sector.he incumbent is under the direct supervision of the Education Programme Specialist/Chief of Education and the overall guidance of the Head of Office of the UNESCO Dhaka Office. 1. Project management and coordination - Manage the project of ECW MYRP Ill and coordinate implementation in consortium with UNICEF and UNHCR. - Implement other EiE projects and activities in coordination with partners and the Education Sector and the Livelihoods and Skills Development Sector in Cox's Bazar - Develop an operational plan and monitor its implementation against pre-determined indicators. - Assist with budget planning and execution and take corrective measures when necessary, including expenditure reviews and budget revision. - Arrange monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results. - Support the preparation of the annual Joint Response Plans for the respective sectors where UNESCO is active (education and LSDS). - Lead preparation of regular financial and narrative reports for management, donors and partners (including ISCG) to keep them informed of programme progress. - Liaise and coordinate with the Education Sector and the Livelihoods and Skills Development Sector of Cox's Bazar to plan and implement UNESCO's interventions. - Supervise project staff recruited in Cox's Bazar in close consultation with the Education Programme Specialist/Head of Education of the UNESCO Dhaka Office. - Support the PSEA Focal Point (Dhaka Office) and Cox's Bazar staff with compliance to UNESCO PSEA policies and coordination with the ISCG PSEA network coordinator. Long Description ---------------- 2. Technical guidance and support - Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and donors on interpretation, application and understanding of UNESCO policies, strategies, processes and best practices and approaches on education and related issues to support programme management, research, implementation and delivery of results and evaluation of interventions within the relevant areas of the Rohingya Response. - Support technical collaboration and strategic planning as part of reference and working groups such as the MYRP II Evaluation Reference Group, Education Research in Conflict and Protracted Crises (ERICC) reference group, and the Cox's Bazar Education Strategy Working Group. - Participate in the online project meetings including Head of Sub Office meeting, Development Forum, youth working group. - Provide technical guidance to the Cox's Bazar team for effective programme implementation. - Draft policy papers, briefs and other strategic programme materials for management use and provide recommendations for strategic decision making. - Take stock of UNESCO's current intervention on education in Cox's Bazar, identify niche areas and strategize UNESCO's education response and action. Communication and knowledge management - Support the UNESCO Dhaka Office and Cox's Bazar team to raise the visibility of the UNESCO-led components of the MYRP Phase II. - Prepare written outputs, including concept notes, briefings, PPTs, analytical notes, reports, press releases, and inputs for news articles and publications. - Facilitate information and knowledge sharing among colleagues, beneficiaries, development partners and donors. 4. Partnership building and resource mobilization - Contribute to building and sustaining effective close working partnerships with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education programmes. - Identify funding opportunities and develop partnerships with relevant stakeholders to expand and scale up UNESCO's education programme in Cox's Bazar and in Bangladesh. - Provide inputs for donor mapping, resources mobilization plan, and project proposals and maintain regular follow-up with potential donors. 5. Project Office operation and security management - In close coordination and collaboration with the Admin and Finance as well as the security team of the UNESCO Dhaka Office, ensure the safe and secure operation of the project office in Cox's Bazar. 6.
