How can you make a difference?

Scope of work:

The consultant will be based in Mogadishu and expected to support the Educate a Child programme planning process and initial programme implementation in the Federal Member States (FMS) of Somalia, including Puntland, as well as in Somaliland for a period of approximately five months. The consultant will work closely with ministries of education and relevant line ministries, strategic and implementing partners, UNCEF staff, and other relevant stakeholders to achieve the out-of-school children (OOSC) EAC enrolment targets established for the 2023/24 academic year. This will require development and utilization of necessary planning, implementation, monitoring protocols/tools; federal and state level budgeted workplans; coordination and reporting mechanisms and processes.

The consultant will also collaborate closely with the UNICEF Output managers to ensure that the necessary data and information is available to inform technical inputs and secure partnership agreements required for success of the EAC programme. The consultant will also be expected to contribute to and/or produce quality reports as well as communication and advocacy products for internal/external consumption.

The expected result from the consultancy is that the EAC programme has fully functional structures and processes by the middle of the 2023/24 academic (Dec. 2023) to ensure continued success of the programme through to its completion in 2026.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences and/or international development, education, international education or human development or another relevant technical field.
  • A minimum of 8 years of professional experience at the national and/or international levels in education programme planning, management, monitoring, and evaluation.
  • Practical experience in project management and/or in managing large grants particularly those involving significant government engagement (e.g., Educate a Child, Global Partnership for Education, etc.)
  • Experience in working with UNICEF or any other UN Agencies
  • Ability to work independently as well as part of a team
  • Excellent analytical, communication, writing skills in English language.
  • Prior experience in emergency context

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
