Overview

Develop a monitoring framework for Kuwait’s National Waste Management Strategy 2040.

You have:

  • Advanced degree (master’s or higher) in project management, environmental sciences, biodiversity conservation, natural resources management, environmental databases, environment information systems or another relevant field.
  • A minimum of 5 years of work experience related to digital transformation, data management, data analysis or any other relevant field is required.
  • Experience in knowledge sharing, communication and capacity building is a strong asset.
  • Previous experience in the conception of reports is required.
  • Knowledge of the regional environmental context and national priorities in the West Asia region is desirable.
  • Excellent communication and stakeholder management skills are required.
  • Ability to work independently is required.
  • Fluency in written and spoken English and Arabic is required.

Duties and Responsibilities

  1. Organizational Setting, Purpose, and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. The UNEP Regional Office for West Asia (ROWA) provides technical support and policy advice to countries in the region to help achieve their environmental goals and sustainable development priorities. In line with this mandate, UNEP ROWA is working in collaboration with the Environment Public Authority (EPA) of Kuwait to support the development and implementation of a national monitoring framework and digital dashboard to track progress in achieving the Kuwait National Waste Management Strategy 2040 (KNWMS2040). This initiative aims to enhance transparency, accountability, and data-driven decision-making by operationalizing a robust system that enables the EPA and other stakeholders to measure, visualize, and evaluate progress against strategic waste management goals. To support this effort, UNEP ROWA seeks to engage a qualified Digital Transformation Consultant to provide technical guidance throughout the framework development, planning, scoping, and development of the monitoring system. The consultant will play a key role in defining the digital vision of the platform, ensuring user-centered design, documenting system requirements, and bridging communications between the project team and software developers. 2. Duties and Responsibilities: Under the direct supervision of the designated Programme Management Officer at UNEP ROWA, the selected consultant will carry out, inter alia, the following duties and responsibilities: Development of the Monitoring Framework - Lead the design and development of a comprehensive monitoring framework for the implementation of the KNWMS2040. - Translate strategic goals into measurable indicators aligned with the waste hierarchy, and sustainability targets. - Define KPIs in consultation with relevant stakeholders. 1. Functional and Technical Scoping - Conduct consultations with stakeholders to gather technical and business requirements for the monitoring dashboard/system. - Identify key user groups, their roles, access levels, and expected outputs from the dashboard. - Draft and finalize the Business Requirements Document (BRD), including: o Functional specifications o Role permissions o Data architecture and flow o System features and analytics o Integration scenarios (automated, manual, hybrid) 2. Advisory on Data Entry and Integration Feasibility - Assess existing data infrastructure and digital readiness. - Recommend practical methods for data submission and integration (e.g., APIs, bulk uploads, data templates). - Identify gaps or barriers to real-time data flow and propose phased solutions. Deliverables: Waste Management Monitoring System and KPIs Project: • D1: A draft Monitoring framework designed to monitor progress in the implementation of the Kuwait National Waste Management Strategy 2040. • D2: Report summarizing recommendations from stakeholders on the draft framework. • D3: Final Monitoring Framework Document, ready for digital implementation and aligned with KNWMS2040 priorities. • D4: Draft guideline of the Business Requirements Document (BRD) outlining technical and functional requirements

Qualifications/special skills
