You have:
- At least 10 years of practical working experience with international development organisations conducting design and facilitation of development of strategic planning documents and programmes, including UN Common Country Analysis and Cooperation Frameworks.
- Proven examples of applied specialised technical knowledge of UN strategic analysis, planning and programming principles, methodologies and approaches.
- Strong analytical and organizational skills, ability to meet deadlines and manage effectively multiple tasks.
- Knowledge of UN system and UN joint country programming processes, Sustainable Development agenda.
- Proven excellent command of spoken and written English.
Result of Service Under the guidance of the UN Resident Coordinator and overall supervision of the Head of RCO, the consultant will be responsible for implementation of the assignment responsibilities, which include but are not limited to: - Review and integration of draft CCA chapters into one document and editing for voice - PMT workshop to review full draft - Review and submission of final draft Throughout the process, the consultant will rely on technical support of RC Office, its facilitation of interaction with PMT and partners when necessary. The consultant will follow RCO/PMT guidance, feedback, and will use resources and documents relevant for the CCA development process provided by the RCO, UNCT and the Government.

Duties and Responsibilities The UN Common Country Analysis is an integrated, forward-looking and evidence-based joint analysis of the context for recovery and sustainable development of Ukraine. It is intended to align UN expertise and ensure shared understanding and prioritisation of the UN programmes, policy and advocacy, mobilise necessary UN expertise to cover possible analysis gaps, instigate stakeholder coordination and cooperation on key recovery and development issues. The analysis will build upon relevant assessments that have been carried out over past 6 months to identify the root causes of vulnerabilities and impediments to economic transformation, considering the multidimensional impact of the ongoing war and prospective recovery and reconstruction. Overall, the CCA will investigate the socioeconomic and political situation as well as human rights, climate/environment, human security and social cohesion, and regional geopolitical issues to present a multidimensional analysis of human development in Ukraine, key development challenges and opportunities, amid ongoing war. The UN CCA is further communicated as UN analysis, vision and priorities to stakeholders asserting UN expert role as source of high-value data. The CCA Consultant will assist the PMT to produce high-quality CCA in line with the DCO Guidelines, organised in inclusive and participatory manner, promoting PMT and national ownership. The CCA process is led by the PMT with involvement of humanitarian actors in particular OCHA analysis unit in charge of the HNO and HRP 2023. The PMT leads the formulation of the CCA methodology, workplan, and further implementation of the continuous analytical function to feed the CCA and TF/UNSDCF design process, based on UNCT ongoing assessments. The CCA will be a secondary data analysis, focusing on recently produced high value UN-generated data and serve as an “executive summary” of sorts of the large body of assessments produced on the impact of the war. Based on the existing data and assessments, the PMT members will produce chapters of CCA according to the outline agreed in a PMT workshop in March 2023. The Consultant will review the draft chapters and integrate and edit for “one voice”. An online PMT workshop will be held to review the integration of chapters and discuss and prioritise key issues/opportunities for the UN support. The Consultant will be finally responsible for delivering the final edited CCA document. The assignment will be for 11 working days during 01 May 2023 – 15 June 2023, home based, including online support and facilitation of one PMT workshop on integration and prioritization.
