Background:

Please note that this is a home-based consultancy assignment of a temporary nature, with an expected duration of approximately 15 working days until 15 July 2022 with optional further assignment.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Transnational Threats Department (TNTD) works on addressing transnational threats to security in the areas of countering terrorism, enhancing border security and management, policing matters as well as enhancing cyber/ICT security. A key function of the TNT Departments’ Co-ordination Cell (TNTD/CC) through its Cyber Security Officer is to act as focal point for cyber/ICT security related issues for all 57 participating States, the Secretary General, OSCE executive structures as well as the Chairperson-in-Office and the Chair of the Informal Working Group set up pursuant to PC.DEC/1039. A particular focus is on the implementation of OSCE cyber Confidence-Building Measures (CBMs) .

Objective of Assignment:

To promote the OSCE cyber Confidence-Building Measures (CBMs), TNTD/CC developed an extra-budgetary project with the objective to enhance the effective implementation and awareness of the OSCE cyber CBMs, taking into account sub-regional differences. The project envisages a series of sub-regional trainings for selected participating States in the South-Eastern Europe, Eastern Europe, South Caucasus, Central Asia (incl. Mongolia), and for OSCE Partners for Co-operation.

As part of this project, TNTD/CC requires the service of a consultant for developing scenario-based discussion (SBD), to be deployed during the practical part of future sub-regional trainings foreseen by this project.

Duration of Assignment:

15 working days

Tasks and Responsibilities:

Under the direct supervision of the Cyber Security Officer, the Project Manager, the consultant will be tasked with the following:

  1. Designing a scenario-based discussion (SBD) tailored to the above listed specific sub-regions;
  2. Developing and providing supporting materials needed to facilitate the SBD;
  3. Collaboration with representatives of specific sub-regions during the SBD design phase to better understand regional specificities (if required).

Deliverables:

  1. Regular consultation and continuous updating with the Project Manager and Project Assistant;
  2. Initial concept of the scenario-based discussion, detailing the core policy and technical components of the scenario, a short description of the main events in the scenario, and an explainer on the relevance of the scenario for relevant sub-region;
  3. Development of the scenario-based discussion;
  4. Supporting materials (facilitators guide, scenario, agenda and explanatory information on technical terms and issues, audio, video, infographics etc.).

The Consultant shall complete this assignment in close co-operation and coordination with the Project Manager and substantive technical guidance of the Project Assistant. Optionally, TNTD/CC might approach the Consultant to develop further SBDs.

A detailed description of tasks and responsibilities will be provided to the successful candidate/s upon their identification and selection.

Necessary Qualifications:

  • First-level university degree in the field of computer science, information and communication technology, international relations, international security or other cybersecurity related field, or specialized training in cybersecurity with a professional certification;
  • Minimum of five (5) years of professional experience at national and/or international level in the cybersecurity field;
  • Knowledge of policy and practical challenges in cybersecurity in the context of specific sub-regions –South-Eastern Europe, Eastern Europe, South Caucasus, Central Asia (incl. Mongolia), and for OSCE Partners for Co-operation;
  • Previous experience in designing and developing the SBDs;
  • Previous experience in international capacity-building assistance, with the OSCE or other international organizations would be an asset;
  • Professional fluency in English with excellent communication and drafting (both oral and written) skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
