Overview

Develop the Global Fund Cycle 8 (GC8) TB/HIV

You have:

  • Advanced degree in medicine, public health, infectious diseases, health policy, or related field
  • At least 10 years of working experience in TB, including HIV/TB co-infection
  • At least 5 years of experience in developing Global Fund funding requests, concept notes, or grant documents
  • Specific technical expertise in TB strategic planning, program operations, and M&E
  • Excellent understanding of Global Fund policies, including Sustainability Transitioning and Co-financing Policy, and catalytic matching funds
  • Ability to work with key and vulnerable populations, civil society, and government
  • Experience facilitating complex, multi-stakeholder decision-making at the country level
  • Excellent analytical skills (programmatic gap analysis)
  • Excellent written and spoken English
  • Experience working with UN entities especially with WHO in disease control programmes
  • Operational research skills with articles published in reputable peer-reviewed journals
  • Knowledge of new TB diagnostic tools (NPOC, sputum pooling, LF LAM) and WHO normative guidance

Specific Tasks and Responsibilities of the consultant include:

a) Desk Review Map and review new and relevant government policies and strategies (Joint HIV and TB Strategy), TB Multisector Accountability Framework (MAF), and any other reports (e.g., decentralisation, health financing reforms and sustainability reports, GC7 Progress Updates and Disbursement Requests (PUDRs), etc.) to identify the gaps.

b) Inception Report The consultant will develop an inception report and roadmap that clearly outlines tasks, milestones, responsibilities, and timelines for the TB component.

c) Rapid Assessment - Lead the TB Component of the Joint Rapid Assessment to identify gaps in TB and MDR TB Programs. - Conduct Programmatic Gap Analysis (Programmatic Gap Tables). - Analyse Current Grant (GC7): Review GC7 Grant Performance. - Identify key human rights and gender-related barriers that must be addressed in the new grant. - Identify underperforming indicators, absorption rate bottlenecks, and audit findings. d) Stakeholders Dialogues for Program Continuation - Facilitate inclusive stakeholder dialogues to develop detailed activities for TB interventions to inform costing for the grant. - Lead the prioritisation exercise of the activities identified. - Ensure full integration of TB with HIV, RSSH, and community systems - Reflect GC8 priorities: new diagnostic tools (Near Point of care (nPOC), sputum pooling), screening algorithms, Advanced HIV Disease (AHD) package (including LF LAM and TB molecular testing for advanced HIV disease) - Align with co-financing commitments and domestic financing projections - Integrate gender equality, human rights, and key population engagement e) Support to PR in addressing Global Fund Feedback - Support review processes and address TB-related comments and amendments of the grant documents as needed.

4. Methodology, management and reporting The Consultant shall follow WHO coverage survey standards and protocols under the supervision of the WHO Representative and guidance of the EPI Team Leader in the country office. - The P4 TB Consultant will report to the TB program and LCCM and work closely with the WHO Country Office (through the WHO Representative), Principal Recipient and MOH TB Focal Person. - The CCM, through the PDC, provides overall oversight and approval of deliverables. - The Technical Working Groups (TB, HIV, RSSH) will provide technical inputs. - The LCCM Secretariat and PR will manage logistical arrangements.

5. Deliverables • Inception report with roadmap • First draft of joint HIV TB Rapid Assessment • Stakeholders’ Dialogue Report • Performance framework • First Draft Joint HIV TB funding request • Final amended package for GF submission

6. Timeline: The assignment is estimated at up to 3 months (12 weeks) staggered during the months of May – November 2026 due to the iterative nature of the in-country process. The staggered assignment starts on the 1st of May 2026 and ends around mid-November 2026.
