How can you make a difference?

Under supervision of Chief CSD, initiate and strengthen integrated data management and evidence generation from different sources for Child Survival and Development (CSD) indicators specially for Nutrition to ensure evidence-based program planning and implementation. Facilitate the knowledge management through field monitoring, to be used for advocacy and reporting.

WORK ASSIGNMENT:

1. Desk review and analysis of data sources and HMIS indicators for collection of different information and evidence from research and evaluations and defining the data pool of key indicators in consultation with CSD managers and Supervisor.

2. Review and analysis of UNICEF CSD program M&E flow of information with implementation including at partners level for WASH, Nutrition and Health. Review data tools, indicators and capacity of people involved in data and evidence management.

3. Facilitating Monthly reporting and evidence generation of key indicators and start filling the gap for data reporting. Lead data visualization and creating mapping of indicators for various needs. Create trend analysis and develop presentation of reports in different platforms.

4. Develop community Nutrition Surveillance system by training mother support groups in screening children with severe wasting and create referral system to Health facilities.

5. Create an individual data-based application for reporting Nutrition specific and Nutrition sensitive data base. Develop a CSD dashboard for reference to be maintained by the CSD staff.

6. Implement Capacity building of Information system for integrated approach of data based and Knowledge management to create evidence based success stories / best practice models.

DELIVERABLES:

1. Secondary data pool available with baselines of key CSD indicators established (1 month)

2. Submit full report on desk review and information analysis report on CSD data platforms for regular information flow (1 month)

3. Creating CSD data platform using community-based monitoring through digital tools and monthly reporting on trend analysis (3 months)

4.1. Analyzed reports, on trend on vulnerability of children 6-59 month old’s.

4.2. Reports on treatment quality indicators (2 months)

5.1. Training of CSD staff in operationalizing the dashboard.

5.2. Dashboard is operational with mechanisms to update the reporting and finalization of information (2 months)

6. Training of at least 120 Health staff, mother support groups and UNICEF staff trained in MIS and KM management (2 months)

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: Social Sciences, Public Policy, Social Policy, Statistics, Computer Science, Business Administration or another relevant technical field. Special training on Data and digital visualization is an asset.
  • Total of 5 years of relevant professional work experience in Nutrition Information Management – including developing, managing and maintaining real time online and offline information management systems and dashboards.
  • Working knowledge of Nutrition specific and Nutrition sensitive related developing digital surveys, data collection tools and data analysis reports.
  • working experience in validity/reliability testing of data, data analysis and interpretation, and statistical inference methods is required.
  • experience in managing and health information management capacity building is an asset
  • Working experience in monitoring and evaluation, and emergency situations is an asset.
  • Working experience in MIS with the government and CSO's
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Consultants will be required to stipulate all-inclusive fees, including travel cost, phone call and internet. Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
