Background

In Ethiopia, there is very scant data on disability statistics and becomes even more negligible when the linkage between disability and gender issues are considered. The main source of data concerning disability has been Ethiopian Population and Housing Census which is conducted every 10 years. The available data has been mainly on the type and causes of disability disaggregated by age groups which does not provide evidence in other important socio-economic variables such as participation in the work force, earnings, poverty, education and health conditions. The United Nations Convention on the Rights of Persons with Disabilities (UN, 2006) provides, for the first time within a human rights framework, specific articles that call for the international collection (Article 31) and reporting (Article 36) of statistical data on disability. In the absence of valid and reliable population-based data on disability disaggregated by age and sex, it is not possible to monitor the effects of policies instigated that would promote the lives of persons with disabilities and ensure their participation in all aspects of life equally to those without disability.

It is also vital that gender equality should be recognized as a discrete issue and the gender dimensions of the disability inclusive development should be addressed. This would be supported by disability statistics with gender and other relevant dimensions. These data would provide the evidences that can be used to address whether countries have been successful, or the degree of their success, in meeting the general principles outlined in the United Nations Convention on the Rights of Persons with Disabilities (Article 3) including the achievement of equalization of opportunity and accessibility, among others. Monitoring the UN Convention and other international initiatives such as the Sustainable Development Goals (SDGs) depend on the production of quality and internationally comparable data – and these have been sorely lacking.

With this background, the Central Statistics Agency, in collaboration with UN Women, has conducted an assessment on disability statistics in Ethiopia that reviewed available survey and administrative data to provide recommendations for future course of action in this area. The assessment provides an insight to understand the current situation on the representation of persons with disabilities in the labour force and other socioeconomic activities through data mining from the available surveys, censuses and other data sources. In this context, UN Women is seeking to hire an international consultant to copy edit the final report to ensure that the report is up-to-standard. Therefore, this TOR is prepared to guide the recruitment of a consultant to undertake the task of proof reading and editing of the report to ensure the quality of the undertaken work.

Duties and Responsibilities

The principal tasks under the consultancy will be the following:

  • Conduct high-quality (content and language) editing of the assessment on the Representation of Persons with Disabilities (PWDs) in the Ethiopian Labor Force: A Review of National Surveys on Disability Statistics;
  • Correcting typographical errors, punctuation, spelling, grammar and vocabulary;
  • Corrections to ensure stylistic consistency, consistency in the use of terminologies, clarity of expression by re-writing where necessary;
  • Corrections to ensure consistency in referencing and indication of sources in line with the Guidance, including paraphrasing and rewriting parts when necessary;
  • Check facts and ensure error-free texts and raise any related queries with the contact person;
  • Ensure that figures, photos, charts, graphs, boxes and tables are correctly identified and cross-referenced in the texts, where applicable, and that data from them are also accurately reflected in the document;
  • Create a list of acronyms and ensure correlation between the list and their occurrence throughout the texts; and
  • Ensure that footnotes are consistently numbered, appropriately positioned and formatted.

Required Skills and Experience

Educaion

  • Advanced degree or equivalent in Editing & Journalism, Report/Research Writing, English Language or another relevant social field.
  • Comprehensive and documented knowledge of Editing and Proof Reading.

Years of experience

  • 3-5 years of work experience research and editorial skills.
  • Extensive and demonstrated experience in content editing and writing as well as the publication of knowledge products of similar nature.
  • Previous experience working with the United Nations system or other inter-governmental organizations will be considered an advantage.

Language and other skills

  • Excellent knowledge of written and oral communication in English.
  • Full command of Microsoft applications, particularly Word, and other relevant software.
