Background

The PROTECT project will promote decent work, while reducing the vulnerabilities of women and children in the context of labour migration, through preventing and responding to violence against women and children, human trafficking and migrant smuggling. It will do this through addressing legal, policy and institutional gaps and barriers faced by women migrant workers and children in the context of labour migration, including in the protection of fundamental principles and rights at work, as well as enhance their access to safe, orderly, and regular migration by addressing violence, exploitation, forced labour and trafficking. To ensure that laws and policies can be effectively implemented, the project will enhance national and regional capacities and mechanisms for policy implementation, service provision and prevention efforts, while empowering women migrant workers and children to strengthen their voice, knowledge, skills and access services.

The Overall objective of the PROTECT project is to protect the rights of women migrant workers and migrant children in Southeast Asia. Within this project, UN Women is leading approaches focussed on ending violence against women and girls at the regional level and in Country – Thailand and Cambodia. This consultancy is focused on monitoring and reporting on ending violence against women and girls, with a focus on migrant women.

The Specific Objectives of the project are:

  • To strengthen national legislation, policies and regional frameworks for the protection of women migrant workers, children and other vulnerable groups in line with international standards.

  • To improve national and regional prevention and protection mechanisms to reduce rights’ violations against migrant women, children, and other vulnerable groups, including victims of trafficking and smuggled migrants.

  • To increase the access of at-risk groups, women migrant workers and children to information, social and legal services, counselling, and association to prevent abuse, exploitation, harassment, violence, and trafficking in human beings.

The consultant will be reporting to the Programme Specialist for the PROTECT project within the EVAW unit, ROAP and will be supported by the Programme Associate, EVAW unit, ROAP who will be the point of contact on all admin and financial issues.

Duties and Responsibilities

Coordinate with PROTECT project partners at regional and country level, ensure quality reporting on the progress and results of the PROTECT project, provide support to the regional project implementation and contribute to the communications initiatives.

The Consultant will focus on implementing, coordinating, monitoring and reporting for the PROTECT Project as per the agreed programme document, annual work plans of RO, CO – Thailand and Cambodia, log frame and M&E Plan developed jointly by the UN Agencies (ILO, UNICEF and UNODC). This includes implementing and updating the framework for results for PROTECT project, as implemented by UN Women. The Consultant will undertake the following tasks:

Coordinate on ending violence against women to achieve coherence under the PROTECT project and its alignment with UN Women programmes at regional and country level.

  • Coordinate relationships with implementing partners to support the implementation for activities and results, identify issues and suggest solutions including capacity building needs for staff and partners.
  • Contribute to implementation of PROTECT project by gathering inputs and coordinating with country offices for the preparation of workplans, progress reports, including PROTECT specific indicators etc.
  • Conduct regular analysis of project activities to inform overall EVAW programming and monitoring for results at ROAP level
  • Support identification and recruitment of partners for project implementation, and liaise with partners to ensure project implementation aligned with project results.
  • Coordinate and document project related meetings by applying office tools and procedures (both internal and external)
  • Track and coordinate submission of implementing partner financial and narrative results reports and provide technical inputs for revision/clearance.
  • Maintain records of all project files and related documents on UN Women systems.

Monitoring and Reporting

  • Support the development and monitoring of annual work plans for the regional component of the project
  • Engage with project countries to collect the PROTECT project monitoring data and results, on a quarterly basis
  • Organize capacity building sessions on result-oriented reporting to PROTECT project national staff
  • Provide support to PROTECT project Programme Country Offices (Cambodia and Thailand) to ensure the quality of the project results reporting.
  • Analyze the monitoring results data collected from PROTECT project Programme Country Offices and use them for reporting.
  • Ensure adequate documentation of results, lessons learned and promising practices from the project.
  • Draft monthly, quarterly and annual reports on EVAW ROAP initiatives and PROTECT project initiatives to contribute to the UN Women internal monitoring and results reporting systems, the PROTECT joint project and the EUD.
  • Coordinate with the PROTECT project team and UN Women teams to coordinate activities and on data collection and reporting of the project.
  • Support in coordinating and enduring adequate documentation and analysis for baseline, endline surveys and final evaluation of the project, as needed.

Contribute to knowledge management and capacity building

  • Contribute to the drafting of briefs, publications, presentations, talking points, minutes and other materials on the PROTECT project
  • Draft stories and creative communications to capture the impact of the EVAW issues, including the PROTECT project results and learning
  • Liaise with EVAW focal points in Asia and Pacific and support the identification of lessons learnt, achievements and experiences to be shared across the different programmes and projects, including funded by EU
  • Coordinate with focal points of UNiTE, the GBV Action Coalition, the Generation Equality Forums and ROAP communications team to increase the visibility of PROTECT project by drafting and supporting the development of creative communications materials for internal and external audiences.

Consultant’s Workplace and Official Travel

The duration of the consultancy is from 15th July 2024 to 14th July 2025. The duty station is Bangkok, Thailand. If the consultant needs to travel (national or international) related to this assignment, UN Women will bear the costs of requested travel expenses.

Required Skills and Experience

Education and Certification:

  • Master’s degree in Monitoring and Evaluation, Political or Social Science, Economics, International Development Studies, Gender/ Women’s Studies is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;

Experience:

  • At least 5 years of experience at national or international level in monitoring and evaluation of development projects/ programmes
  • Experience working on programmes focussed on ending violence against women is required.
  • Experience with UN Women and/or other UN agencies is an advantage.
  • Demonstrable experience in results reporting for development projects/programmes
  • Experience working in the Asia Pacific region is an advantage

Languages:

  • Fluency in English is required.
