You have:
- Advanced university degree in communication/international development or similar field.
- Proven experience in drafting high quality donor related communication material in line with the UNICEF writing style, branding, and reporting guidelines.
- Excellent writing and analytical skills, with a proven ability to absorb, analyse and synthesise a large amount of qualitative and quantitative information in a short amount of time.
- Good knowledge of development and programme issues, especially with children’s issues and UNICEF’s work.
- Knowledge of the Eastern and Southern Africa regional context is highly desired.
- Minimum five years of progressively responsible relevant work experience in writing/editing and layout of reports and publications. Previous experience with UNICEF donor reports and proposal writing a plus.
- Fluency in English is required. Knowledge of French an asset.

Background and Justification
The Public and Private Partnerships (PPP) Section of the Eastern and Southern Africa Regional Office (ESARO) provides guidance and technical support to 21 Country Offices and Regional Office technical Sections on engagement with public and private partners. In addition to developing and stewarding regional/multicounty partnerships and regional-level relationships, the Section also ensures that high quality content is developed and kept updated to keep donors and partners abreast with UNICEF’s priorities and funding needs in the region.
In this context, ESARO PPP section is seeking the services of an international consultant to develop quality content to support partner engagement for Botswana, Burundi, Eswatini, Lesotho, Namibia and South Africa. The assignment will involve the review of existing documentation and the drafting of new country level investment cases, concept notes, country level profiles with budgets, two pagers for National Committees and presentations in line with programme priorities and partner engagement needs.
Scope of Work
- *Goal and Objective*****: New content developed for Botswana, Burundi, Eswatini, Lesotho Namibia and South Africa will enable engagement with public and private sector partners on priority areas. Content developed will also provide resources for regional and global level engagement.
- Provide details/reference to AWP areas covered: Dedicated support to prioritized COs on resource mobilisation through the development of high-quality content for partnerships
- Activities and Tasks: As part of this assignment, the consultant will first review existing content at the global, regional and country level for the priority programme areas selected to identify data and content gaps. This review will allow to understand which programme areas require new content, which would require repackaging of existing material.

4. Work relationships: Under the overall supervision and guidance of one of the Deputy Representatives, the consultant will report to the Programme Specialist PPP and will be responsible for delivering content pieces as outlined below, in line with a set of quality criteria established by the corporate content strategy.
• The consultant will work independently and will be home based.
• It is expected that most of the interaction between ESARO, selected COs and the consultant will be by email/Teams or phone calls as appropriate.
• The assignment may include a 10-days mission to Burundi.

All documents should be in line with the UNICEF Writing Style Guide, Branding Guidelines as well as PFP impact content strategy (when applicable).
All assignments should be submitted electronically by the specified deadline to ESARO. The consultant should provide track changes and comments directly in the document. It is expected that for finalizing one content piece, at least 1-2 iterations are foreseen between the consultant and ESARO.
The final report will be cleared by the PPP section. The payment is upon satisfactory completion of the deliverables agreed between ESARO and the consultant.
Payment Schedule
Payments will be based on timely and quality deliverables cleared by PPP section. This can be invoiced on a monthly or quarterly basis depending on number of deliverables in a month or quarter.
As per UNICEF Division of Finance, Administration and Management (DFAM) policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

Administrative Issues
Supervisors and country focal points will be available via email or dedicated calls, based on their availability. The assignment is remote, but consultant is supposed to be available between 8 am – 3 pm Nairobi time.
The consultant is expected to be home based with potential travel to up to Burundi depending on COVID-19 travel restrictions for which the UNICEF office would cover DSA and travel costs. Travel will be economy class. If the consultant/contractor is required to quarantine while traveling, UNICEF will pay for the quarantine if not organized by the host country.
Conditions
- The consultant should perform the work using own resources (computer, internet connection) and UNICEF will not provide working space.
- The work will be performed remotely/home-based. All travel is by most economical fare and reimbursement as per UNICEF policy.
- As per UNICEF DFAM policy, payment made against approved deliverables. - Individuals engaged under a consultancy or individual contract will not be considered ‘staff members’ under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
Risks
Risks include poor quality of internal and particularly external documents and/or late submission of documents, which could have potential reputational risks for UNICEF ESARO. Mitigation measures include ensuring the UNICEF guidelines on writing and branding as well as PFP branded templates are used by consultant.
