PURPOSE OF THE ASSIGNMENT

The European Union (EU) made a financial contribution to support WFP’s programmes assisting both vulnerable Lebanese families and Syrian refugees in Lebanon, who have been affected by the severe economic crisis in the country compounded by COVID-19 and related lockdown measures as well as the devastating blast that hit Beirut in August 2020.

The purpose of this position is to manage the implementation of a communications and visibility (C&V) plan, which was designed to raise awareness of Lebanon’s current crisis and its humanitarian impact – and to showcase the relevance of the EU-WFP assistance in these challenging times. The staff will work closely with WFP communications teams in Beirut, Regional Bureau Cairo, Brussels and Rome as well as partners from the EU Regional Trust Fund in Response to the Syrian crisis to achieve the objectives set in the plan. S/he will also manage external suppliers supporting the execution of the campaign and other activities covered in the plan, aiming to ensure excellent results and reporting throughout the project’s timeframe ending in February 2022.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and in Country Offices (COs). Job holders work with high degree of independence using technical knowledge and experience to analyse data, prepare reports, provide advice and solutions to problems, and identify opportunities for improvements.

In HQ, job holders report to the Director of Communications or the designate, and work in a specialist area of communications.

In RBs, job holders report to the Regional Director or the designate, with functional supervision from the Director of Communications or the designate.

In COs, these jobs report to the Country Director with functional supervision from the Regional Communications Officer in Cairo, to ensure that the CO communications activities serve WFP needs in the country of assignment, taking into consideration the overall regional communications plan and WFP's corporate communications goals.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority and under the direct supervision of the Country Director (with close coordination with the regional communication team in Cairo), the Communication Officer (Campaign Manager) main accountabilities and responsibilities involve the following:

  • As a campaign manager, the staff will work in collaboration with external agencies to prepare and execute a communications and visibility campaign for WFP Lebanon Country Office and in coordination with the EU Regional Trust Fund (EUTF/Madad Fund) to promote the achievements of their joint project in Lebanon. The campaign will target key audiences inside Lebanon and in select EU Member States. The staff member will also be required to manage the campaign budget, measure and report on the effectiveness of the campaign.
  • Build and maintain a strong relationship with EU counterparts involved in communications activities envisaged for WFP’s EU-funded project, ensuring a good flow of information and feedback as well as smooth WFP-EU visibility coordination.
  • Identify creative and impactful solutions to demonstrate the value of the WFP-EU partnership in Lebanon, showcasing agility and adaptability to evolving partner circumstances and the broader socio-political context both in Lebanon and Europe.
  • Execute the campaign effectively, on schedule and on budget, managing a PR agency and artistic collaborators (photographer/filmmaker) who will support the project.
  • Ensure quality content and effective promotion of non-campaign activities, including videos, photos, human stories, blog posts, op-eds and other visibility products that will convey relevant messages to target audiences in Lebanon and Europe.
  • Coordinate media outreach, including a media mission with the PR agency to achieve visibility objectives defined in the C&V plan, with CO and BRU guidance, aiming to create awareness and generate positive coverage in Lebanon and Europe.
  • Manage organic and paid social media outreach to showcase the impact of the project to target audiences in Lebanon and Europe, coordinating it with multiple stakeholders internally and externally to leverage campaign and non-campaign content through relevant social channels.
  • Track and analyse traditional and social media to identify trends and issues which could influence the implementation of the C&V plan, proactively proposing solutions to mitigate potential risks and ideas to enhance the agreed strategy and activities.
  • Perform other relevant tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses

Experience: At least 7 years of relevant experience in managing multi-market campaigns gained in major international organizations (preferably belonging to the UN or EU system), NGOs, multinational companies and/or renowned public relations/communications consultancies.

Languages: Proficiency in English and intermediate knowledge of at least one other official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 5 years of experience in delivering large-scale communications projects related to humanitarian and development aid, philanthropy, CSR or social causes in Europe and the Middle East
  • At least 4 years of experience in managing in-house teams as well as video production companies, PR agencies and other external suppliers supporting the design and roll-out of communications campaigns
  • Mastery of digital outreach strategies, demonstrated through at least 3 innovative and successful international campaigns delivered over the last 5 years, preferably in Europe and/or the Middle East
  • Strong coordination and partnerships skills, developed through collaboration with leading international/regional organizations and relevant local actors in Europe and/or the Middle East
  • A solid track of effective media outreach for campaigns and other international communications projects as well as a network of media contacts in Europe and/or the Middle East
  • Strong editorial and copywriting skills demonstrated through impactful content developed for international campaigns, publications and other relevant projects
  • A good grasp of the political, social and economic context in the EU and the Middle East
  • Communication skills: Excellent writing and speaking skills to manage relationships with agencies and third parties.
  • Project management skills: Managing budgets, meet deadlines for multiple elements of the campaign and ensure ROI on the communications campaign managing outputs and intervene if things are going off track.
  • Numerical Skills: Ability to acquire data and use it analyze the success of the campaign.
