Background

General background

UN Women grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Women are increasingly migrating for work within the ASEAN region, and today close to half of all migrant workers in the region are women. While women migrant workers are disproportionately represented in the domestic work and care sectors, women migrant workers are also found in large numbers in other sectors in ASEAN countries, including construction, agriculture, manufacturing, services and entertainment. However, women have fewer options than men for regular migration, and are often channeled into lower paid informal sector work with few if any labour protections. Due to gender inequalities and discrimination, women are particularly vulnerable to violence and trafficking, and services for survivors of violence often do not meet their needs.

Recognizing these challenges, the European Union is funding a project, “Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region” (2018-2022). Safe and Fair will be implemented by the International Labour Organisation (ILO) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).

Safe and Fair (SAF) delivers technical assistance and support with the overall objective of making labour migration safe and fair for all women in the ASEAN region. Safe and Fair engages with ASEAN Member States’ government authorities; ASEAN institutions; workers’ organizations; employers and recruitment agencies; civil society organizations; community-based organizations; families and communities; research institutions and academia, media networks, youth, and the general public and supports programming across ten countries (Brunei Darussalam, Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam).

Safe and Fair works in close cooperation with governments and social partners to achieve three inter-linking specific objectives: (1) Women migrant workers are better protected by gender-sensitive labour migration governance frameworks; (2) Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality services; and (3) Data, knowledge and attitudes on the rights and contributions of women migrant workers are improved. The programme strategy mainstreams three cross-cutting topics: women’s voice and agency; rights-based approach; and broad engagement of stakeholders.

Safe and Fair aims to address women migrant workers’ vulnerabilities to violence and trafficking, strengthen rights-based and gender-responsive approaches to violence against women and labour migration governance, and support access to essential services. Safe and Fair ensures visibility, awareness raising and dialogue promotion on changing norms around violence against women throughout migration.

Safe and Fair is part of the multi-year EU-UN Spotlight Initiative to Eliminate Violence Against Women and Girls. Officially launched on 20 September 2017, the Spotlight Initiative brings focused attention to the issue of violence against women and girls, moving it into the spotlight and placing it at the centre of efforts to achieve gender equality and women’s empowerment, in line with the 2030 Agenda for Sustainable Development.

Background and Objective of the Assignment

Reporting to the Ending Violence against Women (EVAW) Programme Specialist and in close collaboration with EVAW ROAP communication team and SAF, the communication consultant will analyze the Safe and Fair annual reports and will collect top results achieved (eg. stories, quotes, lessons learnt, findings, recommendations) which will be used to produce creative content for presenting result, sharing products and materials as illustrative summaries/ human interest stories tailored to different audiences. Overall, this support will contribute to inform the public at large and to ensure broader media outreach in the area of gender equality and women empowerment with particular focus to women migrant workers.

The communication consultant is expecting to provide qualitative support to SAF program result sharing interventions by mapping of the most important results achieved under SAF and packing the content in a nicely, innovative and accessible way taking into consideration the needs of the most underrepresented groups.

Duties and Responsibilities

Key Duties and Responsibilities

Based on a methodological note developed in close collaboration with SAF team, the communication consultant will be responsible for:

  • Analyse available reports produced by SAF and identify/map the list of the most important results to be highlighted under the program. Ensure that results which will be selected are representing the work from different countries based on the topic, target group and support provided etc.;
  • Develop innovative communication products and materials to highlight SAF results according to the topic, type of the result and other relevant characteristics;
  • Adjust the produced content to different target audiences as well as to different media platforms based on the emerging needs.

The consultant will be responsible for ensuring that the submitted deliverables meet UN Women’s quality standards.

** The consultant may be required to travel on official mission, and in such case, the travel will be arranged by UN Women and the costs will be covered based on UN Women travel policy.

Duration of Assignment and Duty Station

The time required for the consultancy is from 3 November 2023 to 31 December 2023. The consultancy will be home-based with potential field visit to Thailand.

Schedule of Payments

The payment will be completed upon final submission and satisfactory deliverables.

Required Skills and Experience

Required qualification:

  • Master’s degree (or equivalent) in communications, public relations, journalism or relevant field is required;
  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 5 years of professional work experience at the national or international level in public relations, communications or advocacy, preferably within the Asia-Pacific region;
  • A minimum of 5 years of relevant experience in developing communication products, writing articles, publications and materials in a creative way for various stakeholders, and international organisations;
  • Demonstrated knowledge of and commitment to gender equality and women’s empowerment;
  • Good understanding of ending violence against women is an advantage;
  • Excellent analytical and writing skills are required.

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation******:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the financial component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Financial proposal: the financial proposal shall specify a lump sum amount breaking down the professional fee for each deliverable and travel related cost (i.e. round-trip airfare from consultant original country to the field locations, and visa fees). The writer will perform 3 country visits of 5 days each.
