Duties and Responsibilities 1. Organizational Setting, Purpose, and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity-building support to countries to achieve environmental and sustainable development objectives.” The objective of this consultancy is to support the implementation of Enabling Activities for the Preparation of Third National Communication (TNC) and Second Biennial Update Report (BUR) under the United Nations Framework Convention on Climate Change (UNFCCC) outcomes for Kuwait. This position is located in the Regional Office for West Asia in Beirut, Lebanon. The Consultant will report to the regional coordinator for Climate Change.

2. Duties and Responsibilities: Under the direct supervision of the Regional Coordinator for Climate Change at UNEP, the National Consultant will carry out, inter alia, the following duties and responsibilities: 1- Provide input for the development of the National Circumstances Chapter. - Collect information on population, geographic, climate and economic profiles - Maintain knowledge and records management system for the implementation of the report recommendation - Track and monitor the report policy impact in Kuwait - Collect Information on actions to mitigate climate change and their effects in Kuwait 2- Provide input to the other information relevant to the convention Chapter. - Provide information on steps already taken to integrate climate change concerns and education into socio-economic and environmental policies and programmes in Kuwait. - Collect information on climate change research and systematic observation, research relating to programmes containing measures to mitigate climate change; programmes containing measures to facilitate adequate adaptation to climate change; and the development of emission factors and activity data - Collect any other information relevant to the achievement of the objective of the Convention and suitable for inclusion in the Biennial Update Report (BUR). - Provide feedback to the compiled TNC and BUR Chapters on “Any other relevant information” 3- Provide information on constraints and gaps, and related financial and technical needs - Provide updated information on constraints and gaps, and related financial, technical, and capacity-building needs. - Provide information on technological needs, which must be nationally determined, and on technology support received. - Provide information on proposed projects for financing. - Provide information on the implementation of adaptation measures. - Compile TNC and BUR Chapters on ‘Constraints and gaps, and related financial, technical, and capacity needs' of Kuwait under the UNFCCC.

Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in Business Administration, political economy, or a related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. Understanding of the climate change and environment-related issues of the region is an asset

Languages Fluency in oral and written English and Arabic are required.
