Background

This project represents the second phase in a strategic partnership focusing on the promotion of surveying works and the myriad products of surveying. The key objective of this intervention is to maintain the provision of advisory services in developing the national capacities for effective geo-spatial surveys, generating multi-purpose knowledge from such surveys to efficiently boost national efforts in achieving the key directions of the Saudi Vision 2030 as well as promoting the national implementation of the Sustainable Development Goals (SDGs).

This project intends to utilize the strong capabilities of UNDP in capacity development and to forge a partnership between the GEOSA and UNDP to enhance the national capacities for generation, compilation, processing and efficient usage of the geo-data and geographical information systems in Saudi Arabia. It is envisaged that the project provides the Government, represented by GEOSA, with the platform to tap international best practices in terms of survey methods, geospatial variables and relevant expertise. GEOSA has asked UNDP for assistance in the selection of a qualified and competent International Subject Matter Advisor/Expert (Geodesy) to advise the Deputy President for Surveying and Geospatial Activities and to provide guidance to the General Directorate of Geodesy Geodesy to support the project.

Duties and Responsibilities

To advise the GEOSA DEPUTY PRESIDENT OF SURVEYING AND GEOSPATIAL ACTIVITIES regarding the technical activities of the General Directorate of Geodesy (GDG) under his request according to fulfilling the geodetic mandate of GEOSA with a main focus on developing National Geodetic Infrastructure and its main geodetic components of Saudi Arabia National Spatial Reference System (SANSRS) including KSA-GRF, KSA-VRF, KSA-GEOID.

Main responsibilities and tasks

  • Provide advise to the GEOSA DEPUTY PRESIDENT OF SURVEYING AND GEOSPATIAL ACTIVITIES under his request regarding the scope of work and to report directly to the GEOSA Chief Executive Office for tasks directly assigned to CSGA.
  • Provide technical guidance, support, and advise the General Director of Geodesy (GD of GDG) and his Assistant under specific requests of GEOSA DEPUTY PRESIDENT OF SURVEYING AND GEOSPATIAL ACTIVITIES and according to CSGA’s major tasks below:
  • Providing Technical Auditing for GDG by evaluating the official outcomes of GDG to GEOSA Chief Executive Office and external requests to GDG, regarding GEOSA geodetic activities;
  • Provide support to the Senior Geodetic Expert level of GDG for specific requests according to major responsibility and authority of CSGA;
  • Leading strategic planning for GDG as Geodetic Subject Mater Expert (SME);
  • Providing technical advice to the General Director of Geodesy (GDG) and his Assistant according to the major responsibility and authority of CSGA;
  • Leading research and development activities of GDG, providing technical advice to the General Director of Geodesy (GDG) and his Assistant according to the major responsibility and authority of CSGA;
  • Provide support in overlooking the general technical performance of GDG and providing guidance to the General Director of Geodesy (GDG) and his Assistant according to major responsibility and authority of CSGA;

*DESCRIPTION OF ADDITIONAL DELIVERABLES for 1 to 6, WHICH MAY VARY DEPENDING ON TASK AND ACTIVITIES REQUESTED BY DEPUTY PRESIDENT AND DESIGNED FOR GUIDING GENERAL DIRECTOR OF GEODESY AND HIS ASSISTANT.

In addition to every specific deliverable CSGA will submit a monthly summary progress report at the end of each month. The progress report should cover results/activities whenever achieved/conducted (per specific month) against the main responsibilities in this TOR.

The work will be executed on a monthly basis (at the end of the month), assuming 21 working days for every Gregorian month.

Institutional Arrangement

  • The Chief Senior Geodetic Advisor has a dual reporting line to the GEOSA DEPUTY PRESIDENT OF SURVEYING AND GEOSPATIAL ACTIVITIES and the UNDP Chief Technical Advisor.

Duration of the Work:

  • The contract duration will be for an initial period of 6 months, with possibilities to be extended according to the needs of GEOSA and funds availability
  • The anticipated starting date of the assignment is 1st of May 2023. And the expected date of full completion of all tasks under this assignment is 30th of October 2023.

Duty Station

The assignment will be based in Riyadh, Saudi Arabia, at Head Office, The General Authority for Survey and Geo-spatial Information (GEOSA).

Travel

  • This assignment will be based in Riyadh, Saudi Arabia
  • UNDP will cover the around ticket to/from the duty station, as applicable;
  • If unforeseen travel outside the consultant’s duty station city is requested by UNDP and not required by the Terms of References (ToR), such travel shall be covered by UNDP in line with applicable rules and regulations and upon prior written agreement. In such cases, the consultant shall receive living allowances not exceeding the United Nations (UN) Daily Subsistence Allowance (DSA) rate for such other location(s).

  • Note: A written approval from UNDP and relevant authorities will be required to facilitate the consultant's travel to any locations than stated on this TOR on official missions where necessary.

Working Arrangements:

  • All mission travels must be approved in advance and in writing by the Supervisor.
  • United Nations Development of Safe and Security – BSAFE course must be successfully completed prior to the commencement of travel.
  • The Consultant is responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director.
  • The consultant is also required to comply with the UN security directives.
  • The consultant is responsible for obtaining any visas needed in connection with travel with the necessary support from UNDP.
  • The consultant will be responsible for submitting his/her own mission travel arrangements in line with UNDP travel policies.
  • The consultant is responsible for required health and life insurance related to work or travel.
  • The consultant is expected to have his/her own Laptop/Computer.

  • Proven experience in Geodetic Survey & Geodetic Earth Observations;
  • Proven experience in Spatial Reference Systems, Geodetic Reference Frames, Vertical Reference Frames and Geoid Determination ;
  • Demonstrate experience in research, education, Industrial & Consultancy Experience in Geodesy & Geodetic Earth Observations;
  • Domostrate experience in Consultancy and Advisory on the executive level for Geodesy & Geodetic Earth Observations;
  • Knowledge of GPS/GNSS Technology and survey methods.
  • Knowledge of standards and specifications of different survey methods and types (height measurements, loop computation and adjustment). Fundamentals of precise levelling survey, technique, and accuracy orders.
  • Knowledge of Earth’s gravity and gravity field and its effects in the calculation of the actual figure, shape, and rotation of the earth.

Scope of Price Proposal and Schedule of Payments

All proposals must be expressed in a lump sum amount. This amount must be “all-inclusive”. Please note that the terms “all-inclusive” implies that all costs (professional fees, living allowances, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the Proposal.

Payments shall be made to the individual contractor upon successful completion and certification by UNDP that services have been satisfactorily performed, based upon the actual number of working days and accomplishments of each deliverable.

Payment shall be made as a deliverables-based lump upon the receipt of the deliverables and certification of satisfactory performance by UNDP.

The Expert will share a Certificate of Payment (CoP) where he/he needs to indicate achieved outputs. Then the certificate of payment must be verified by the UNDP Team and certified by UNDP top management. The Expert is advised to keep a detailed timesheet of the days worked and tasks performed throughout the consultancy assignment. A bi-weekly update of the timesheet will be requested, and such documentation will support the payment process as deemed needful.

Recommended Presentation of Offer

For purposes of generating Offers whose contents are uniformly presented and to facilitate their comparative analysis, it is best to recommend the preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation. The following documents may be requested:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Financial Proposal that indicates the all-inclusive total contract price, supported by a breakdown of costs, as per the template provided. The terms “all-inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the Proposal. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under the Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial Proposal submitted to UNDP.

Criteria for Selection of the Best Offer

Applicants are shortlisted based on the Required Skills and Experience stated in the TOR.

The selection of the best offer from the shortlisted candidates will be based on a Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70% and combined with the price offer, which will be weighted a max of 30%.
