Duties and Responsibilities Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. The Global Environment Facility (GEF) provided funding for Oman to develop the Minamata Initial Assessment (MIA) on Mercury. UNEP West Asia Office will provide the technical assistance to the executing agency for the project in Oman (Environment Authority, Government of Oman) to serve as a platform for information and experience sharing at the regional level and enhance support to awareness and decision making leading to the protection of human health and the environment. Oman will establish technical working groups to deliver on the project components while West Asia Office will engage international experts to provide the necessary training and technical support. This TOR is for an international chemicals consultant to provide technical support for the development of the mercury inventory for Oman and the assessment of the policy, legal and institutional frameworks for the management of chemicals, specifically mercury. The scope of the support includes guiding and reviewing the national mercury inventory, in addition to the development of the policy, legal and institutional assessment for the management of mercury in Oman. The Consultant will report to the activity leader of Chemicals in West Asia Office and work closely with the Project Management Unit and technical Working Groups established at the Environment Authority, Government of Oman.

Duties and Responsibilities: The Consultant will carry-out the following duties & responsibilities: 1. Technical and practical support in development of the mercury source inventory 1.1. Provide national team in Oman with templates required for the mercury inventory development 1.2. Develop survey or questionnaire to support data collection for the development of the mercury inventory according to the UNEP Toolkit 1.3. Deliver training for the national team in Oman to assist and guide during the data collection process 1.4. Provide remote technical support to the national team answering questions regarding inventory development 2. Technical and practical support in the assessment of the policy, legal and institutional frameworks for the management of mercury in Oman 2.1. Develop an outline for the report on the assessment of the policy, legal and institutional frameworks for the management of mercury in Oman 2.2. Deliver training for the National Team in Oman to assist and guide during the data collection and assessment of the policy, legal and institutional frameworks for the management of mercury in Oman 2.3. Provide remote technical support to the national team answering questions regarding policy, legal and institutional frameworks.

Qualifications/special skills Academic Qualifications: Advanced degree in natural sciences, environmental sciences, engineering, waste management, or economics, preferably related to chemicals management is required. Experience: Minimum of 4 years’ experience of working on the national level with chemicals management is required. Language: Proficiency in English is required and Arabic is an asset.
