Duties and Responsibilities 1. Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. The Global Environment Facility (GEF) provided funding for Oman to develop the Minamata Initial Assessment (MIA) on Mercury. UNEP West Asia Office will provide the technical assistance to the executing agency for the project in Oman (Environment Authority, Government of Oman). This TOR is for an international chemicals consultant to provide technical support for the development of the mercury inventory and MIA report for Oman. The scope of the support includes guiding and reviewing the national Mercury inventory, in addition to the development of the different sections of the MIA report. The Consultant will report to the activity leader of Chemicals in West Asia Office and work closely with the Project Management Unit and technical Working Groups established at the Environment Authority, Government of Oman.

2. Duties and Responsibilities: The Consultant will carry-out the following duties & responsibilities: 1. Preparation for the development of the Mercury Source Inventory and the MIA report 1.1. The establishment of a National Team for mercury and organization of the national inception workshop a. Develop ToRs for the national team b. Develop a strategy for awareness raising aimed at National Stakeholders c. Identify key stakeholders and assign roles 1.2. Provide the national team with the required information and templates for the inventory development a. Prepare training materials and templates including a draft work plan for (a) data collection, (b) inventory development as well as (3) the development of the MIA report b. Deliver the technical presentations in the workshop including methodologies, techniques, data management, etc. c. Prepare technical report of training workshop that will include (a) Topics covered in the training and main discussion points (b) Assessment of technical capacities of Oman experts to conduct the inventory (c) Comments on legislation, data management, etc. as presented by Oman team (d) Recommendations to furthering the work until the completion of the inventory for mercury 2. Technical and Practical Support in development of the Mercury Source Inventory 2.1. Develop questionnaire to support data collection for the development of the mercury inventory according to the UNEP Toolkit 2.2. Deliver the questionnaire response analysis to the National Team in Oman. 2.3. Deliver training for the National Team in Oman to assist and guide during the data collection and analysis 2.4. Provide remote technical support to the national team answering questions regarding inventories, regulatory and institutional frameworks. 3. Technical and Practical support in development of Minamata Initial Assessment (MIA) report 3.1 Develop an outline of the MIA report tailored to the Oman situation 3.2 Provide in depth assistance and support in the drafting of the MIA report by providing and conducting trainings on the overall development of the report

Qualifications/special skills Academic Qualifications: Advanced degree in natural sciences, environmental sciences, engineering, waste management, or economics, preferably related to chemicals management is required.

Experience: PROFESSIONAL: - Minimum of 8 years’ experience of working on the national level with chemicals management is required. - Understanding of legislation in the area of the environment and chemicals management, Chemicals MEAs, relevant to the assignment is desirable. - Experience in Mercury inventories and MIA drafting is required.

Language: Proficiency in English and Arabic is required. .
