Duties and Responsibilities 1. Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. UNEP works closely with governments, industry, and civil society organizations around the world to develop mainstream solutions for the sound management of chemicals and waste. UNEP West Asia Office is supporting the Environment Public Authority (EPA) Kuwait to develop a national chemical safety programme. Considering the emerging chemicals management challenges, Law No. 42 of 2014 on Environmental Protection requests the regulatory authorities in Kuwait to prepare a national programme for chemical safety in collaboration with concerned authorities in the country. This TOR is for an international part-time consultant to conduct a situation analysis on the status of chemicals management and understand the overall framework in chemicals management in Kuwait with the aim of developing a national programme for chemical management. The Consultant will report to the activity leader on chemicals in West Asia Office and work closely with the Project Management Unit and technical Working Groups established with the support of the EPA in Kuwait.

2. Duties and Responsibilities: The Consultant will carry-out the following duties & responsibilities: 1. Conduct situation analysis on the status of chemical management 1.1 Review current available information studies and data to assess existing laws and regulations as well strategies and guidelines in the country for chemical management and safety with the aim of developing a national plan for chemical safety. 1.2 Develop and circulate survey to relevant stakeholders to collect information and guidance on the overall system in place for the management of chemicals. The survey would include but not limited to (1) policy, legal and regulatory aspects (2) chemicals of concern (3) existing databases related to chemicals (4) the coordination mechanism in place (5) the capacities of the legal and institutional system (6) the chemical related systems, register inventories and database available in the country (7) institutions that are involved in chemical related issues. 1.3 Conduct bi-lateral consultations with relevant stakeholders to complete the survey and analyse the survey results. 1.4 Develop the first draft of the situation analysis report including an annotated outline of a national chemical safety programme. 1.5 Convene a consultation meeting with the stakeholders to review the first draft of the report 1.6 Finalise the draft of the situation analysis report based on the consultation meeting

Qualifications/special skills Academic Qualifications: Master’s (or higher) in Environmental Sciences is required or fields related to environmental policies, chemical and waste or equivalent Experience: PROFESSIONAL: - Minimum of 10 years’ experience working in the environmental field preferably on chemicals and waste management issues preferably in the region is required. SPECIAL KNOWLEDGE AND SKILLS: - Previous working experience on national programme for chemical safety is required - Familiarity with Multilateral Environmental Agreements and their compliance frameworks is an asset - Deep knowledge of institutional and legislative set up related to chemicals management is an asset Language: Proficiency in English and Arabic is required.
