Purpose of Assignment

Case management is central to UNICEF’s Core Commitments for Children in Humanitarian Action, where integrated case management systems, including referral pathways, are expected to be functional. UNICEF is also uniquely positioned to coordinate, guide, and lead interagency engagement on Primero information management systems. The Consultant will support service providers deliver quality case management to child survivors and those at risk of violence, abuse, and exploitation, with a focus on safe, ethical, and comprehensive care and protection. The consultant will bridge the ‘case management’ and ‘information management’ realms, having technical know-how in both, with the ability to share knowledge and experience for the benefit of others. The Consultant will be a primary technical for case management and the Primero/CPIMS, coordinating closely with the respective coordination bodies in Cox’s Bazar and Bhasan Char for the effective roll-out of the tool, including but not limited to the CPSS (especially the CPSS Coordinator P4), CMTWG, and Protection Sector. The Consultant will be a key liaison point for case management and the CPIMS+ with and between UNICEF colleagues based in Dhaka, as well as relevant stakeholders outside Bangladesh such as the Primero team at UNICEF Headquarters, Global Case Management Task Force, and Alliance for Child Protection.

Work Assignment Overview:

Tasks/Milestones****Outputs/Deliverables and Timeframe- Contribute to UNICEFs technical gravitas in working groups and other technical-level interagency forums on case management and Primero/CPIMS - Administer the Primero/CPIMS application including troubleshooting for users and managing issues related to the Primero software and cyber security - Contribute to the development of tools for case management and Primero/CPIMS, including but not limited to referral pathways, online/offline forms, etc. - Contribute to the development, review and/or revision of data protection and information sharing protocols relevant to case management and Primero/CPIMS; and develop standards for data management, interoperability, data protection, and privacy, as required - Build the capacities of social workers, caseworkers, volunteers, and other child protection practitioners, on case management and Primero/CPIMS - Support regular Primero/CPIMS data analysis, identify trends and patterns, build evidence, and contribute to reports as required - Maintain close communication, coordination, and collaboration with the Child Protection Sub-Sector, Gender Based Violence Sub-Sector and Protection Sector on the points above, relative to case management and Primero/CPIMS

Primero/CPIMS roll-out plan for Bhasan Char is developed and agreed with UNHCR, inclusive of budgetary, personnel, and capacity building requirements - November-December

Case management forms and CPIMS fields are contextualised and fit-for-purpose for use in the Rohingya camps, Bangladeshi host community, and Bhasan Char - November-January

DPISP for Bhasan Char is developed in accordance with the Protection-led coordination structure on the island - November-January

UNICEF is represented in monthly, weekly and ad-hoc technical meetings specifically related to case management and Primero/CPIMS - November-April

Primero/CPIMS users have access to administration support - November-April

Minimum Qualifications/Knowledge/Expertise/Skills required:

Education

Advanced university degree in Child Protection, Child Rights, Social Work, Information Technology, Social Sciences, International Humanitarian Law, Development Studies, Community Development, Public Health, Education, or other fields related to work at UNICEF.

Experience

At least 5 years of professional work experience in case management, together with expertise in Primero information management systems in humanitarian contexts, ideally with refugee populations

Language Requirements

Fluency in spoken and written English is essential. A working knowledge of Bangla, Chittagonian and/or Rohingya is an asset.

Administrative Details:

Assignment duration: Six months

Place of work: UNICEF Cox's Bazar Field Office

Travel/DSA: Not applicable, Fee will be inclusive all costs

Payment: Payment will be made upon successful completion of each deliverable with certification from supervisor
