Background:

Position of the Section Chief, Communication for Development (C4D), is vacant and in the process of being recruited. The recruitment process has been delayed due to unavailability of a suitable candidate. It will take few months to bring the Section Chief on board following all the official procedures. Therefore, UNICEF, BCO decided to recruit an international consultant to support the section to complete tasks which need to be expedited. The consultant will report to the Deputy Representative for general guidance and direction and work in collaboration with Yasmin Khan (OIC/C4D chief). Through communication and engagement, s/he will accomplish measurable activities and provide support in research and documentation of C4D work.

Purpose of Activity/Assignment:

• Finalize C4D programme evaluation TOR: A ToR has been drafted in early January 2020 and comments received from relevant sections. Due to pandemic situation, the evaluation was kept on hold. The consultant needs to review the ToR and incorporate the inputs received from the sections. Also, discussing with the C4D staff members, consultant will revise and finalize the ToR based on the current COVID-19 situation and additional work that the section has conducted as COVID-19 response.
• Finalize reports on assessment of the Local Governance for Children: Community Engagement and SBCC component and union level expenditure: C4D section commissioned four sub-national level universities to conduct assessments of a programme which has been implemented at the local level. Four university faculty members conducted four individual studies and submitted the reports. The consultant needs to review the reports, rearrange/edit and finalize individual reports and draft a comprehensive report. This assignment will require working with the faculty members who conducted the studies. This needs be done communicating with them individually or in group through online meetings/review sessions. If needed, the consultant will suggest collecting additional data to meet the gaps.
• Finalize ToR to conduct social norms based research: Develop a ToR to conduct ‘Social Norms’ based research to establish knowledge / evidence on the effects of the multimedia interventions to understand its impact on individuals’ behaviour change and sustainability of changed behaviour; i.e. the effects on the attitudes and practices of adolescents and their caregivers on key behavioural issues as highlighted in the multimedia initiatives.
• Develop case stories on ending child marriage under GPECM Phase II: Desk review of the ‘Documentation Report of the C4D Strategy note on Ending Child Marriage (ECM)’ and relevant reports of achievements under Global Ending Child Marriage Programme. Prepare two case stories focusing the highlights of the multimedia campaign on ECM and the community engagement initiatives on ECM covering the key achievements, challenges and way forward from C4D lenses. This activity will require consultation with ECM focal members of UNICEF.
• Develop a case story on RCCE Pillar: UNICEF has been co-leading RCCE Pillar to support DGHS in responding to COVID-19 pandemic. The RCCE Pillar includes representatives from Government, private sector, UN, bilateral and Civil Society Organizations, who come together to design, implement and monitor a collective plan of action for COVID-19 response and recovery in which partner contributions and actions complement and strengthen each other in the form of a consolidated response. Consultant needs to conduct desk review and KII to develop the story.

Minimum Qualifications required:

Advanced university degree in the discipline of social science such as anthropology, local governance, communications, public health, population studies, journalism, sociology, economics or any related fields. Experience in behavioral research will be an asset.

Knowledge/Expertise/Skills required:

• Proven experience in conducting social research
• Proven experience in writing and publishing case studies, success stories and articles
• Minimum 5 years of progressively responsible professional work experience with focus on research and/or documentation of best practices
• Knowledge and experience of UNICEF programmes of cooperation and the human rights-based approach to programming. Prior knowledge related to UNICEF development and humanitarian work will be an asset
• Strong analytical skills and ability to work with and as a part of teams
• Strong writing skills in English language

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
