Design and implement border investigation training programs across MENA region.
You have:
- Advanced university degree (master’s or equivalent) in international law, criminal law, political science, international relations or related field is required.
- At least fifteen years of relevant professional experience in law enforcement or related area is required.
- Fluency in Arabic and English is required.
- Certification or other qualification in training design and delivery is desirable.
- Experience working with the United Nations or similar international organizations is required.
- Ability to plan own work, manage conflicting priorities and to use time efficiently.
- Excellent interpersonal skills to establish and maintain effective partnerships in a multi-cultural environment.
Result of Service Expected tangible and measurable output(s)/deliverable(s): As per ST/AI/2013/4, Section 3.2 (a)) - Design training curricula focus on specialized investigation techniques in Iraq, Morocco, Egypt, Algeria & Jordan - Develop a training plan for Law Enforcement investigation units in Iraq, Jordan, Egypt, Algeria and Morocco. - Design future training for law enforcement border agencies in the region. - Design and deliver one train of trainer’s course in each country (Iraq, Morocco, Egypt, Algeria & Jordan) for selected law enforcement mentioned in the project.

Duties and Responsibilities 1. Background of the assignment:
Organized crime and illicit trafficking threaten peace and human security, violate human rights, and undermine peace and security in the region. As transnational organized crime manifests in many forms, the project aims to strengthen the capacity of the Governments of the Middle East and North African region to respond to illicit trafficking and other forms of transnational organized crime by focusing on better securing borders (identification and interception) and on dismantling criminal networks (investigation). In doing so, the project will adopt a four-pronged approach: 1) improve skills, equipment and techniques used by law enforcement agencies operating at official border crossing and investigation Units; 2) improve criminal information collection, analysis and sharing at key hub cities along smuggling and trafficking routes; 3) support front line officers collecting as much information as possible from seizures and arrests, as well as illicit movements, and sharing them with central authorities in charge of in-depth investigations aimed at dismantling networks; and 4) improve national and regional cooperation to respond to organized crime and illicit trafficking.
2. Purpose of the assignment: The consultant will support the implementation of selected activities of cross border investigation and international cooperation and the development of strategic document under UNODC regional project “Strengthening Regional Cooperation and Border Control against Illicit Trafficking” in MENA region.
Qualifications/special skills Competency: Strong experience in providing technical assistance to government authorities in the MENA region; Excellent reporting and technical writing skills; Excellent skills in conducting assessments and analysis; Strong analytical skills and abilities to extrapolate policy recommendations based on research and data; Effective communication (spoken, written, and presentational) skills. Excellent interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender. Ability to plan own work, manage conflicting priorities and to use time efficiently. Ability to organize and implement activities and outputs — the ability to maintain focus and pay attention to the necessary details. Academic Qualifications: Advanced university degree (master’s or equivalent) in international law, criminal law, political science, international relations, or related field is required. A first level of university degree or equivalent academic education, professional training with certification from international/national police, customs or other related institution with specialization in criminal investigation, law enforcement and/or related areas in combination with additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree. Certification or other qualification in training design and delivery is desirable Experience: At least fifteen years of relevant professional experience in law enforcement or related area is required and related areas at national and international level is desirable. Work experience with the United Nations system or similar international organization is required. Previous working experience in or in relation to MENA region is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, oral and written fluency in Arabic and English are required. Knowledge of another United Nations official languages is an advantage.
