Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

How can you make a difference?

Establish a data tracking system for real time reporting through mapping existing platforms for digital monitoring to track the completion of EPI schedule in children vaccinated in the birth dose initiative vaccination sites. Document the “Birth dose initiative” (Case study).

Tasks:

  • Mapping existing platforms for digital monitoring and real time reporting for birth dose activities as well as messaging and feedback from communities: a user friendly Android based mobile application is identified or designed to be used by community health workers where a digital system exists or other means for tracking birth dose babies are established.
  • Convert IEC and communication materials on Routine immunization on audio/visual Bluetooth transferrable files that can be accessed with parents and caregivers who possess mobile phones with multimedia capabilities (Bluetooth)
  • Mapping existing platforms for digital monitoring and real time reporting for birth dose activities as well as messaging and feedback from communities: a user friendly Android based mobile application is identified or designed to be used by community health workers where a digital system exists or other means for tracking birth dose babies are established.
  • Convert IEC and communication materials on Routine immunization on audio/visual Bluetooth transferrable files that can be accessed with parents and caregivers who possess mobile phones with multimedia capabilities (Bluetooth)
  • Development of routine immunization messages as jingles for radio, television, Xender, Bluetooth pair-and share spots in at least three languages widely spoken in Balochistan
  • Case study on the birth dose initiative: history in each province, challenges and opportunities, collected through interview of different stakeholders, hospital staff, and internally, the background of the initiative, document the process, the systemic challenges that paved the development and scale up of the strategy until it reached the current stage. 1st draft is expected to be ready September 2021, to be reviewed for finalization through Dec 2021.
  • Convert IEC and communication materials on Routine immunization on audio/visual Bluetooth transferrable files that can be accessed with parents and caregivers who possess mobile phones with multimedia capabilities (Bluetooth)
  • Roll out of the application for data monitoring in all provinces, smoothly ongoing
  • Convert IEC and communication materials on Routine immunization on audio/visual Bluetooth transferrable files that can be accessed with parents and caregivers who possess mobile phones with multimedia capabilities (Bluetooth)

Deliverables

  • All digital solutions are mapped in Quetta, and the appropriate application is interoperable and linked to Quetta digital system and partner selected for real time monitoring of the implementation of birth dose initiative and completion of vaccination schedule, in Quetta
  • Digital solution identified (Bluetooth, Rapid pro,…) for real time messaging to care takers about RI and intensive outreaches.
  • Starting translation of IEC material in Bluetooth compatible files for per to per exchange among FLWs and community influencers.
  • Indicators to be monitored are included in the application in Quetta, and Sindh and data reporting processes are defined.
  • Digital solution linked to Sindh EPI system, to be used by birth dose initiative vaccinators is identified.
  • Messages on RI are translated into visual, Bluetooth transferable files accessible to caregivers.
  • Continue translation of IEC material into Bluetooth compatible files for per to per exchange among FLWs and community influencers.
  • 1st Monthly report with PPTs
  • Birth dose vaccinators in Quetta, and Sindh are trained on the use of the application.
  • The use of application in Quetta is being field tested and troubleshooted,
  • Indicators in Balochistan have started to be collected,
  • Messages translated into peer to peer Bluetooth compatible files for exchange among health workers and community influencers.
  • Reporting processes and framework defined.
  • 2nd monthly report with PPTs
  • Digital solution identified in KP, vaccinators trained on the use
  • Reporting mechanisms and monitoring framework established
  • Messages on RI are translated into visual, Bluetooth transferable files accessible to caregivers in 1 province and scope being expanded to others.
  • 4th Monthly report with PPTs
  • First draft on birth dose documentation is initiated and discussed with EPI team
  • Data collection and monthly reports (progress, provincial and cumulated data) available. Knowledge transfer to urban consultant, birth dose focal points.
  • Messages on RI are translated into visual, Bluetooth transferable files accessible to caregivers being expanded.
  • 5th Monthly report with PPTs
  • Documentation continues with draft 2 available early Dec, to be finalized end of December as final report that documents the birth dose initiative in the province including the conception, implementation, results and lesson learned.
  • Data M&E framework defined, system set for regular reporting to CFOs, and country office.
  • Peer to peer training and communication material is rolled out in the 3 provinces
  • Data collection and monthly reports (progress, provincial and cumulated data) available. Knowledge transfer to urban consultant, birth dose focal points.

Knowledge/Expertise/Skills required:

  • Advanced university degree (Master’s or higher) in Computer science, GIS, data management: *Bachelor degree in Computer science, GIS, data management combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • At least 6 years previous work experience in the development of Bluetooth data transfer, data digitization, development of applications, and writing reports and case study.
  • Experience with EPI datasets and indictors management as well as the EPI data collection system is required.
  • Knowledge of latest data technology is an added advantage
  • Knowledge of Statistical softwares will be an added advantage.
  • SSAFE training is required prior to deployment

NOTE:

  • Estimated Duration: 5 months
  • Estimate starting date: August 2021
  • The consultant will be based in Quetta.
  • The consultancy is at P-3 equivalent level.
  • Applicants are requested to submit a financial quotation indicating monthly fee as part of the application against each deliverable.
  • Verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
