You have:
- Advanced degree (Master's or higher) in environmental sciences, natural sciences, sustainable land management, biodiversity conservation, natural resources management, or another relevant field is required.
- A minimum of 10 years of work experience related to terrestrial and/or marine biodiversity conservation, data and reporting in an international or regional context is required.
- Experience in dialoguing with a diverse range of users and translating their knowledge and data collected through them into a detailed informative report outlining the state of the environment is required.
- Sound understanding of sustainable development, environmental management issues, monitoring and reporting on Multilateral Environmental Agreements, and other related sustainable development issues is desirable.
- Experience working in the West Asia region is required.
- Fluency in written and spoken English and Arabic is required.
Result of Service Accurate, timely and appropriate delivery of biodiversity datasets and relevant information which will inform the implementation of the Qatar Biodiversity Database.

Duties and Responsibilities 1. Organizational Setting, Purpose, and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is within the framework of the project entitled “Qatar Biodiversity Database and Environment Information System for Decision Making” to be implemented jointly by the Ministry of Environment and Climate Change (MECC) with technical assistance from UNEP’s Regional Office for West Asia. The overall objective of this project is to ensure that the database becomes a system that can contribute to the conservation and sustainable utilization of biodiversity data and information at the national level and is used for the preparation of biodiversity-related reports, monitoring and decision making. The project would enable MECC to meet its strategic objectives, targets, and international obligations towards MEAs where the collection, organization, and dissemination of biodiversity information would be driven by user needs and demands. Moreover, the project will establish a knowledge management platform to give decision maker in the State of Qatar access to and use of biodiversity information and embedding biodiversity information within national development decision making processes. The UNEP Regional Office for West Asia would like to recruit a well-qualified international consultant to elaborate the policy and scientific aspects of the project focusing on the biodiversity and ecosystem content of the information system. The Consultant will report to the project manager.
Duties and Responsibilities: Under the direct supervision of UNEP ROWA’s Regional Coordinator for Science-Policy, the selected consultant is expected to perform the following activities: 1. Biodiversity Surveys - Constitute the field survey teams in consultation with the MOECC and all other relevant stakeholders’ institution. - Refine the field survey methodology including the development of the detailed workplan, resource needs, survey templates, and milestones. - Develop and deliver training material and training sessions to the survey team and the expanded relevant stakeholders in consultation with the Ministry and the regional coordinator at UNEP-ROWA. - Conduct and finalize field surveys for major terrestrial and marine ecosystem and biodiversity species with view to collect data needed to fill gaps identified previously for the Qatar Biodiversity Database - Perform data categorization, validation, and analysis on survey data in preparation for the final report. - Submit the final field survey data report of all biodiversity data following the prepared methodology to fill data gaps identified previously and during the survey. Data must complement the list of national biodiversity indicators that will be incorporated into the environment information system. Deliverables: - D1: Field Survey methodology (including teams, workplan, templates, timelines, and milestones) - D2: Field survey training material and training sessions (minimum 3 sessions - D3: Final Field survey results report
2. Biodiversity Database Technical Advisory and Guidebook - Advise the design of the database (in written reports and documents) by working closely with the regional coordinator, the international partner, the project management unit, and the project support consultant by proposing templates and procedures for data collection, sharing, quality control and assurances, monitoring, reporting, etc. - Advise on the design and the establishment of the structure and content of the knowledge management platform related to the biodiversity data and information. - Contribute to the overall guidance book (manual) that will be developed for the biodiversity database and the environment information system - Participate in the coordination and technical meetings held with the Ministry of Environment and Climate Change and other relevant stakeholders. Prepare and deliver technical presentations as needed. Deliverables: - D4: Written reports and documents contributing to the design and implementation of the biodiversity database. - D5: Technical material for the biodiversity information in the knowledge management platform - D6: Guidebook on the biodiversity information in the biodiversity database and environment information system
