You have:
- Relevant training with an advanced university degree (Bac+5) in economics sciences, planning, international relations, political science, development studies, social sciences, or any other related discipline is required.
- At least 10 years' experience in conducting evaluations of development in public policies, programs and projects is required.
- At least 7 years' relevant professional experience with the United Nations, including a good knowledge of the UN development system and the strategic priorities of the United Nations Group for Sustainable Development.
- A good knowledge of the reform of the United Nations development system, including the 'Delivering as One' initiative is required.
- A good understanding of integrated mission parameters and UN stabilization interventions is required.
- Proven experience in managing complex national M&E frameworks and/or strategic development plans involving multiple stakeholders is required.
- Professional experience in UNSDCF/UNDAF evaluation will be an advantage.
- Fluency in oral and written French is required.
- Knowledge of English is desirable.
Result of Service At the end of the evaluation, the Consultant will provide the Country Team with a Final Report giving a clear and objective assessment of the performance of the UNSDCF 2020-2024 in its various programmatic areas and providing strategic and concrete recommendations to inform the formulation and implementation of the new United Nations Cooperation Framework for Sustainable Development (UNSDCF 2025-2029).

Duties and Responsibilities Background: The UNSDCF 2020-2024 evaluation management system comprises a Steering Committee with the leadership of the evaluation, an Evaluation Management Technical Committee, an Evaluation Manager responsible for overall coordination and supervision of the process, and a team of evaluators made up of four (4) consultants, one of whom is an international, mission leader, and three (3) national consultants, one (1) for each strategic axis of the UNSDCF 2020-2024. Under the general supervision of the evaluation manager appointed by the country team, the international consultant, Head of the team of evaluators, will interact with the evaluation's Technical Management Committee, which constitutes the evaluation's reference group. He will submit all deliverables to the said Committee for technical review.
Duties and Responsibilities: The International Consultant, team leader, will have overall responsibility for the technical quality and relevance of the evaluation. He/she will be responsible for methodological aspects, organization and coordination of work, overall consistency of the evaluation process, quality assurance, internal consistency of the team and provision of all expected deliverables. Specifically, he/she will: i) analyze the UNSDCF 2020-2024 theory of change; ii) prepare the initial report detailing the evaluation team's design, methodology and work plan; iii) decide on the division of labor within the evaluation team and the coordination of the team's tasks; iv) lead discussion sessions with evaluation stakeholders ; v) coordinate the data collection exercise and lead the analysis of evaluation evidence; vi) coordinate and ensure quality throughout the evaluation; vii) coordinate inputs from team members; viii) draft the interim and final evaluation reports; ix) restitute the conclusions of the evaluation to the national validation workshop.
