Acting in close partnership with government, development partners, civil-society, private sector, UNESCO is developing new types of inclusive, multi-stakeholder partnerships to implement and achieve the Sustainable Development Goals (SDGs). UNESCO’s programs are fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2019 – 2023 for Cambodia. An Analyst is required to work closely with the Country Representative in UNESCO Phnom Penh Office, for coordinating and implementing UNESCO’s initiatives in relation to the United Nations Sustainable Development Cooperation Framework for Cambodia (UNSDCF 2019 – 2023). Within this framework, the Analyst will support the Country Representative in conducting research and analysis, designing and drafting proposals for expanding UNESCO’s initiatives, and facilitating integration of the Sustainable Development Goals (SDGs) and UNSDCF accelerators, into UNESCO’s programmes in Cambodia. Within this framework, as the United Nations agency with a specific mandate to promote “the free flow of ideas by word and image”, UNESCO works to foster free, independent and pluralistic media in print, broadcast and online. Media development in this mode enhances freedom of expression, and it contributes to peace, sustainability, poverty eradication and human rights. As part of UNESCO Phnom Penh Office’s on-going initiatives, including in relation to fostering freedom of expression and access to information, the Analyst will support the implementation of the Australia-funded extrabudgetary project, *Building Back Better through Participation*, being implemented in collaboration with OHCHR, to advance civic space and empower human rights defenders, journalists and media houses to engage with the government to address their rights and protection. Long Description ---------------- Under the overall authority and direct supervision of UNESCO’s Country Representative to Cambodia, and in close collaboration with respective programme sectors, the Analyst shall undertake the following tasks Provide support to the Country Representative in integrating relevant Sustainable Development Goals (SDGs) and accelerators of UNSDCF for Cambodia 2019 – 2023 into UNESCO’s programmes and initiatives. Support Country Representative, in coordination with Resident Coordination Office, UNCT and UNESCO’s programme sectors, in monitoring, reporting and implementing relevant joint initiatives and programmes, including: all Results Groups of UNSDCF for Cambodia (2019 – 2023); UN inter-agency programmes; Gender Theme Group, Economic Response Group, Social Protection Accelerator, and Strategic Partnerships Working Group. Support Country Representative in conducting economic, social, cultural and political analysis related to UNESCO’s areas of competence; researching innovative regional and global best-practices and models for UNESCO’s work of all sectors, and facilitating UNESCO’s strategic contributions in Cambodia. Long Description ---------------- Provide support to Country Representative in establishing linkages and strategic partnerships with a wide range of stakeholders, including civil-society, government, development partners, and the private sector. Provide support to Country Representative in designing and drafting concept notes for projects and initiatives, in line with UNESCO’s comparative advantages, to facilitate innovative partnerships and enhance efficacy of UNESCO’s programmes and initiatives. Long Description ---------------- Support the implementation of the joint programme, *Building Back Better through Participation*, including: Support in designing and facilitating timely execution of project activities; Support the preparation of project work-plans, progress reports, and budgetary / financial reporting; Coordinate with partners and donors, OHCHR, UNDP, Australia/DFAT, for smooth implementation of project activities in a timely manner. Support the Office in designing and drafting external communication materials, including website news articles and advocacy material to ensure that UNESCO’s initiatives are circulated widely, and various stakeholders are engaged in an inclusive manner. Demonstrated sound understanding of UN/UNESCO’s mandate and programmes. **Language skills:** Excellent written and spoken English. **Competencies and skills:** - Excellent interpersonal and communication skills, result-oriented and ability to work independently.
