In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

UNICEF Yemen is seeking a highly skilled and experienced AI Specialist to join the Yemen Service Center team that is delivering cash payments at scale in a challenging context. The Yemen Service Center is tasked to deliver these payments using a risk-informed approach. The payments are accompanied by strong monitoring activities and a robust complaints and feedback mechanism, alongside a fraud management system that ensures that fraud allegations are duly investigated and acted upon. The detection of anomalies, both in payment and reconciliation, is one of the key risk mitigation measures currently in place that is supported by the MIS.

Successful candidates will have demonstrated practice in ethical and responsible AI/ML development and deployment and experience implementing AI/ML initiatives in complex or constrained contexts. Interest and/or experience in financial data sets would be beneficial.

Purpose of Activity/Assignment:

• Working with internal and external stakeholders to support the understanding and adoption of AI/ML initiatives in support of Yemen’s cash transfer program(s).

• Supporting the implementation of workshop(s) focused on the definition of goals and requirements of the anomaly detection model.

• Guiding the development of a proposal for implementation of an MVP model (or set of embedded models), including identification of appropriate service providers.

• Leading the data collection, preparation and pre-processing to support the training of model(s).

• Supervising the design and implementation of validation and testing of the model(s).

• Determining the performance evaluation criteria for model(s).

• Developing and accessing a deployment and monitoring plan.

• Perform user-acceptance testing (UAT) of deployments as required.

• Providing ongoing advice to Yemen’s Service Center on AI/ML initiatives/solutions, as needed

• Other tasks as required.

To qualify as an advocate for every child you will have…

Education:

A first University Degree in in computer science, engineering or a related field

Experience:

A minimum of 5 years of experience in the following fields:

Data management: Including database management, data principles, and data privacy regulations.

Systems Administration: Linux and Azure server administration, networking, and system performance optimization.

Mobile Application Development: Including iOS and Android development, UI design, and mobile app security.

Security Measures: Implementing security measures, access controls, and compliance standards.

Problem-solving and troubleshooting: In analytical problem-solving, identifying and resolving complex issues in data management, systems administration, and mobile application development.

Proficient in Microsoft Azure services, networking, virtual machines, storage, and security with at least two years of hands-on experienc

Language:

Fluency in English is required. Knowledge of Arabic is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible for ensuring that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
