International Consultant

Title: 2017 Mozambique Population and Housing Census Project Evaluation

Duration: 45 days

Background:

The 2017 Population and Housing Census represents the single largest source of population data collected in Mozambique providing the state, public bodies, and the private sector a full and detailed profile of the population and households down to the smallest administrative unit. It also provides the master sample frame for data collection during inter-census periods. It is central to setting and measuring targets developed as part of the Sustainable Development Goals and national development plan.

The Government of Mozambique implemented the 2017 Population and Housing Census through the Instituto Nacional de Estatística(INE). The 2017 Population and Housing Census was implemented under the project name “Support to Population and Evidence-Based Environments for Decision-Making project” (the Census project).

A special Trust Fund was created to pool funding for the Census. The partners to the Trust Fund are The Governments of Norway; Italy; Canada; Sweden and the United Kingdom (through the then Department for International Development, DFID; now FCDO, Foreign, Commonwealth, and Development Office). UNFPA also contributed to the Trust Fund. The management of the trust Fund was entrusted to UNFPA. The Project Document (Pro Doc) of the Trust Fund (TF) for the period 2016-2021 envisaged the attainment of 3 outputs:

1) Strengthening human and institutional resources ensuring quality collection and data analysis;

2) Increasing the capabilities of national agencies to plan, prepare and generate quality population census data; and

3) Strengthening communication, confidence building and data culture promoting an inclusive census.

These outputs were expected to lead to a better environment for the collection, analysis, and dissemination of population data and for evidence-based decision-making. The Census Project was supported through four platforms:

• A Trust Fund managed by UNFPA as explained above;
• A World Bank fund;
• Other bilateral and multilateral support; and
• National Government budgetary allocations.

Purpose of Consultancy

The 2017 Census data collection was successfully conducted between 1-15 August 2017. The official results of the census were released on 29 April 2019. This milestone marked the entry into the dissemination phase. Provincial-level tabulations, including demographic data for the districts, were published in July 2019. The results of the 2017-based population projections were released in March 2020. Thematic analysis of the census data was concluded in December 2022. A total of 17 Thematic Study Reports were written. Dissemination of these reports is planned to take place between May and June 2023. The period January – April 2023 is dedicated to the graphic design and printing of the reports.

Rationale:

The CTF Project is set to conclude implementation in June 2023. Given this premise, these terms of reference seek to engage the services of two individual consultants (the Lead – International and National) to evaluate the project in accordance with established international standards and practices, fully taking into account relevant local contexts.

Purpose: The final evaluation of the CTF project will serve the following purpose: i) demonstrate accountability to stakeholders on performance in achieving development results and on invested resources of the census thematic fund project, ii) contribute key lessons learned to the existing knowledge based on how to accelerate the implementation of the future censuses in Mozambique.
