International Consultant

Overview

Conduct legal assessments and deliver training on Trafficking and Smuggling in Africa.

You have:

• Advanced university degree (Master’s degree or equivalent) in law is required.
• A minimum of five years of relevant professional experience in crime prevention and criminal justice at national and international levels is required.
• Demonstrated experience in dealing with trafficking in persons and/or smuggling of migrants is required.
• Demonstrated experience in capacity-building is required.
• Working experience in an Arabic speaking country is required.
• Relevant experience in developing modules and giving trainings in Arabic is required.
• Working experience in West Africa and Central Africa especially on trafficking in persons is required.
• Knowledge and understanding of the criminal justice system of Mauritania is highly desirable.
• Excellent communication skills are required.
• Proficiency in word processing, presentation and spreadsheet software is required.
• Fluency in Arabic, French and English with proven drafting and communication skills are required.
• Knowledge of Portuguese is an advantage.

Result of Service The consultant is expected to produce the following tangible ouputs, which will be assessed based on their quality and timely completion:

MAURITANIA - Legal assessment and desk review is completed. - Training modules are reviewed and finalized. They are validated by national stakeholders. - One (1) consultation meeting is organized and delivered. - Two (2) training of trainers on the curricula of the training institutes are organized and delivered.

GUINÉ-BISSAU - Legal assessment and desk review is completed. - Training modules are developed and finalized. - Two (2) consultation meetings are organized and delivered; and one (1) joint validation workshop is organized and delivered. - Two (2) training of trainers on the curricula of the training institutes are organized and delivered.

Work Location Home-based, with travel to African countries

Expected duration From 9 October to 31 March 2023, 72 working days

Duties and Responsibilities Under the general supervision of the Programme Coordinator and the direct supervision of the Crime Prevention and Criminal Justice Officer (Anti-Trafficking in Persons and Smuggling of Migrants Unit) based in Dakar, in close cooperation with other Project staff, and the Head of the Law Enforcement Section, as well as under the overall guidance of the UNODC Regional Representative, ROSEN, the consultant will:

• Carry out legal assessments and research on TIP and SOM in concerned countries, especially Mauritania and Guinea-Bissau.
• Draft, review and or finalize training modules on TIP and SOM to be integrated in law enforcement training institutes and judicial/magistrates training institutes.
• Organize and deliver consultation meetings for the elaboration of the modules.
• Organize and deliver training of trainers for the appropriation of these modules by targeted trainees from the respective training institutes.

The assignment will involve frequent interaction with the following: counterparts, officials and technical staff in the field and at UNODC headquarters, other United Nations agencies, funds and programmes, representatives and officials of national Governments, national human rights institutions, international and regional organizations, intergovernmental and non-governmental organizations, experts and consultants.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in law is required. Degrees in criminology, social science, public administration or related field can be considered relevant in combination with relevant work experience. A first-level university degree in similar field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - A minimum of five years of relevant professional experience in crime prevention and criminal justice at national and international levels is required; demonstrated experience in dealing with trafficking in persons and/or smuggling of migrants is required; demonstrated experience in capacity-building is required. - Working experience in an Arabic speaking country and relevant experience in developing modules and giving trainings in Arabic is required. - Working experience in West Africa and Central Africa especially on trafficking in persons is required. Significant and relevant work experience in a field environment is desirable. - Knowledge and understanding of the criminal justice system of Mauritania is highly desirable. - Excellent communication skills are required. - Proficiency in word processing, presentation and spreadsheet software is required. - Work experience with the United Nations or similar international organization is an advantage. Language: For this position, fluency in Arabic, French and English with proven drafting and communication skills, are required. Knowledge of Portuguese is an advantage.
