Develop strategic framework for West Africa region.
You have:
- Advanced university degree (Master's degree or equivalent) in political sciences, law, security studies, terrorism studies, sociology, international relations, international development.
- Minimum of seven years of professional experience in programme development, management, and/or evaluation for international organizations, governments, or non-governmental organizations.
- Knowledge of UNODC mandates and activities as well as global counter terrorism agenda and efforts.
- Fluency in oral and written English is required.
- Knowledge of another official United Nations language is an advantage.
Result of Service Under the supervision of the UNODC ROSEN Deputy Regional Representative- Programmes, the consultant will perform the following tasks:
Review UNODC ROSEN RP for West Africa, 2016-2020 and the UNODC Strategic Vision for Africa 2030 as well as other relevant UNODC documents; Develop a methodology for the preparation of the Strategic Framework; Consult with UNODC ROSEN and Vienna HQ experts regarding the Strategic Framework. Consult with relevant national authorities in West Africa regarding the Strategic Framework; Research on the peace and security situation in the West Africa region as well as on initiatives focusing on outputs and outcomes to be implemented to the benefit of countries of the region; Ensure that the Sustainable Development Goals and cross-cutting issues such as gender and human rights integrated into the Strategic Framework. Finalize the draft of the Strategic Framework.

Duties and Responsibilities In developing the Programme, representatives of ECOWAS member states, experts from the ECOWAS Commission, and representatives of Mauritania were consulted to draft a consensus document that encompasses all the issues faced by the states. Thus, the current RP is intended to support West African states in their fight against security challenges and current threats and trends by coordinating a response with regional organizations, government institutions and national initiatives.
Due to the COVID-19 outbreak, which did not allow for the serene preparation of a new strategic framework of engagement with West African countries, and to the calendar of ECOWAS, UNODC ROSEN has deemed it useful to extend the RP until December 2022.
A first mid-term report of the UNODC ROSEN RP was published in November 2018, covering implementation from July 2016 to July 2018. A final evaluation of the RP will be undertaken throughout 2022.
As we reach the end of the RP, the Regional Field Office would like to launch the preparation of a Strategic Framework for engagement with countries from West Africa, 2023-2030, which will be aligned with the UNODC Strategic Vision for Africa 2030 and the UNODC Corporate Strategy (2021-2025). The Strategic Framework will be policy document meant to provide strategic direction on UNODC’s work in the West Africa region for the next five years. Contrary to the Regional Programme for West Africa, the proposed Strategic Framework will not have a logical framework nor a budget. Its focus would be on fostering bilateral collaboration with members states from the west Africa region.
Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in political sciences, law, security studies, terrorism studies, sociology, international relations, international development or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree Experience: A minimum of seven years of professional experience in programme development, management, and/or evaluation for international organizations, governments or non-governmental organizations is required; knowledge of UNODC mandates and activities as well as global counter terrorism agenda and efforts, especially the universal legal instruments against terrorism is required Proven experience in legal research and analysis, proposals and training plans, and excellent drafting skills is desirable; Experience in development work and legal systems in West Africa is desirable; Good communication and interpersonal skills is desirable; Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable; Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable; Previous work experience with the UN or other International Organizations will be considered is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
