Overview

Draft the final report of the Regional Programme for West Africa.

You have:

• An advanced university degree in political sciences, law, security studies, terrorism studies, sociology, international relations, international development or a related field is required.
• A minimum of seven years of professional experience in programme development, management, and/or evaluation for international organizations, governments or non-governmental organizations is required.
• Knowledge of UNODC mandates and activities as well as global counter terrorism agenda and efforts, especially the universal legal instruments against terrorism is required.
• Proven experience in legal research and analysis, proposals and training plans, and excellent drafting skills is desirable.
• Experience in development work and legal systems in West Africa is desirable.
• Good communication and interpersonal skills are desirable.
• Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable.
• Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable.
• Previous work experience with the UN or other International Organizations will be considered desirable.
• Fluency in oral and written English is required.
• Knowledge of another official United Nations language is an advantage.

Result of Service Under the supervision of the UNOC ROSEN Deputy Regional Representative- Programmes, the consultant will perform the following tasks: Review UNODC ROSEN RP for West Africa, 2016-2020; Develop a methodology for the preparation of the final report of the Regional Programme; Review UNODC ROSEN initiatives under the RP; Consult with UNODC ROSEN and Vienna HQ experts concerned by the final report; Consult with regional programme partners regarding its impact; Develop a matrix of activities with the number of activities implemented, the beneficiaries, areas covered etc; Identify lessons learnt from the implementation of the programme; Ensure that the Sustainable Development Goals are integrated into the regional program report; Ensure that cross-cutting issues such as gender and human rights are taken into account; Write the final report of the program.

Duties and Responsibilities In developing the Programme, representatives of ECOWAS member states, experts from the ECOWAS Commission, and representatives of Mauritania were consulted to draft a consensus document that encompasses all the issues faced by the states. Thus, the current RP is intended to support West African states in their fight against security challenges and current threats and trends by coordinating a response with regional organizations, government institutions and national initiatives.

Due to the COVID-19 outbreak, which did not allow for the serene preparation of a new strategic framework of engagement with West African countries, and to the calendar of ECOWAS, UNODC ROSEN has deemed it useful to extend the RP until December 2022.

A first mid-term report of the UNODC ROSEN RP has been completed, covering implementation from July 2016 to July 2018, and was published in November 2018. In order to close the RP and draw lessons that can guide the implementation of future initiatives in West Africa, UNODC ROSEN proposes to recruit an International Consultant who will be responsible for drafting the final report of the RP. The report should cover the period from August 2018 to March 2022 and provide a comprehensive review of the RP.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in political sciences, law, security studies, terrorism studies, sociology, international relations, international development or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of seven years of professional experience in programme development, management, and/or evaluation for international organizations, governments or non-governmental organizations is required; knowledge of UNODC mandates and activities as well as global counter terrorism agenda and efforts, especially the universal legal instruments against terrorism is required Proven experience in legal research and analysis, proposals and training plans, and excellent drafting skills is desirable; Experience in development work and legal systems in West Africa is desirable; Good communication and interpersonal skills is desirable; Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable; Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable; Previous work experience with the UN or other International Organizations will be considered is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
