Background and Justification

The regional website, www.unicef.org/esar features rich narratives on UNICEF’s priorities in the region, accompanied by news and feature stories from around all the 21 country offices. The website aims to maximize visibility, improve UNICEF’s role in knowledge management and intellectual leadership in the region, and highlight issues concerning children to a much wider audience.

To keep up with the day-to-day maintenance and periodic enhancement of the website, the Communication Section is seeking an experienced web consultant. This consultancy also covers the web needs for

South Sudan country office www.unicef.or/southsudan , due to a lack of human resources and expertise in the two offices.

Scope of Work

The selected consultant will work under the overall guidance and direct supervision of the Regional Chief of Communication to perform the following:

  • Copy-editing and oversight of web content gathered from multiple sources
  • Assess the South Sudan and ESA website structures and contents for ease of accessibility, quality of content, user-friendliness according to UNICEF guidance on external content, ease of maintenance/update, and information retrieval.
  • Review and edit content to ensure that it is user-friendly and relevant for the website, and ensure that the websites are updated on a regular basis in accordance with the guidelines for the platform
  • Make the Websites accessible to persons with disabilities as per W3C 2.x guidelines over the course of 11.5 months (e.g. every month 5-10 pages are made accessible)
  • Working with Drupal content management system to keep South Sudan and ESA websites up to date
  • Improving search engine optimization
  • Constant review to ensure the two websites are free from misspellings, broken links, etc.

Payment Schedule

Payment will only be made on an hourly rate proposed by the consultant, against the submission of an invoice clearly outlining the deliverables produced during the period for up to a maximum of 4.25 hours per week.

Desired competencies, technical background and experience

  • Master’s degree or equivalent professional experience in the field of Information Management, Computer Science, Communication, or other related fields.
  • At least 8 years of working experience in web design and maintenance, including with content management systems.
  • Knowledge of the Drupal operating system is preferable.
  • Demonstrated experience with producing compelling content for digital platforms.

  • Must be reliable, creative, and able to work efficiently under tight deadlines

  • Familiarity with the requirements of regular and creative web maintenance to maximize the impact of a website.
  • In-depth knowledge of UNICEF’s mission and its approaches to child rights advocacy.
  • In-depth knowledge of the East and Southern Africa region
  • Excellent English language skills

Administrative Issues

  • The assignment will be home-based. The Consultant should have his/her own equipment, including a laptop or telecommunication equipment. Travel is not expected under this consultancy.
  • In the event that the consultant will be required to travel, s/he is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
  • Any cost incurred to enable the consultant successfully carry out the assignment, such as phone, equipment, and internet, will be covered entirely by the consultant

Conditions

  • “As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary”.
  • Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Risks

A poorly maintained website hurts UNICEF’s image and credibility, thus a reputational risk for the organization.
