Under the guidance of the Chief of Education and under the supervision of the Education Officer the consultant will:

  • Refer/study the Media subject curriculum in order to prepare the ‘Digital Citizenship’ Curriculum framework to ensure complementarity between the two.
    • Study the curriculum of the Media Studies subject that has been already developed by the NIE under the ongoing reforms.
    • Develop an outline for the ‘Digital Citizenship’ curriculum, in-line with the Media Studies curriculum and highlight complementarity.
  • Develop the curriculum framework and the content on ‘Digital Citizenship’ from grade 8 to 11, in-line with global models/examples that are in use and are adaptable to the country context. This needs to be done in consultation with the NIE’s curriculum development panel, adapting an ‘easy to complex’ approach. The curriculum needs to emphasize the ways in which students could leverage the positive affordances of digital media while protecting themselves and making socially responsible, ethical decisions.
  • Provide technical guidance and support (as required) to translate the content into modules through activity-based teaching learning approaches/methods to promote ‘digital citizenship skills’ among students from grade 8 to 11.
    • Guidance and where possible, hands-on training in translating the curriculum into modules, promoting digital citizenship skills through authentic learning and with interactive teaching-learning methods.
    • Technical guidance on transition of the learning levels from one grade to another starting from grade 8 to 11.
  • Provide technical support in developing the baseline survey tools to understand the current knowledge, capacity and practices (in terms of teaching-learning methods) among teachers and students in selected pilot schools.
  • Develop a manual for training teachers in-line with the modules using interactive, learner-centered teaching methods/techniques.
  • Train the curriculum development team on the key concepts of digital citizenship, content development phases for civics and digital citizenship, including organizing competencies, and assessment of the same.

Minimum Qualifications required:

Education: Master’s degree in Education, Social Sciences, International Development, and any other relevant field.

Knowledge/Expertise/Skills required

Experience: Minimum 5years of professional experience in relevant field/tasks.

Knowledge and skills:

Experience in education, particularly on curriculum development/revision and teacher education is required. Strong technical expertise in content development for promoting digital citizenship skills/prevention of hate speech and violent extremism in both on-line and off-line platforms is essential.

Knowledge of and experience in the education sector in Sri Lanka is an asset. Experience in coordinating with local government officials is needed. Working experience with UNICEF/UNESCO/UN or other international development organization is an asset.

Excellent English oral and writing skills are essential.

Duration - 35 days ( Remote Consultancy with 2 visits to the country) expected start date 01 March 2023

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
