Background: The United Nations Children's Fund (UNICEF) is mandated by the United Nations General Assembly to advocate for the protection of children's and women's rights, help meet their basic needs and expand their opportunities to reach their full potential. Guided by the Convention on the Rights of the Child (CRC) and the Convention on the Elimination of Discrimination against Women (CEDAW), UNICEF strives to establish children's rights as enduring ethical principles and international standards of behaviour towards children. UNICEF in Tajikistan began its work in 1993, shortly after the country's independence. Currently, the organization is in its fifth country programme cycle of cooperation in Tajikistan.

UNICEF Tajikistan 2016-2020 Country Programme aims to contribute to the fulfilment of the rights of the most disadvantaged or at-risk children and adolescents such as children living in remote areas and children from the most socioeconomically disadvantaged backgrounds and children with disabilities and to enhance gender equality among children and extend it into second decade - second chance. UNICEF Tajikistan co-operates closely with the Ministry of Health and Social Protection of the Population, the Ministry of Education and Science, the Ministry of Justice, the Ministry of Interior, the Ministry of Economic Development and Trade, the Ministry of Finance, the Ombudsman's Office, the National Commission on Child Rights, the Agency on Statistics, local governments, donor agencies, other United Nations organizations and non-governmental organizations.

The programme adopts a mix of mutually reinforcing programme strategies: communication for social change; advocacy and communication for child rights and equity; strengthening national capacity and systems for data collection and analysis and for child rights monitoring; innovation; sustained, system-wide capacity building for equitable delivery of services; youth participation; and disaster risk reduction and emergency preparedness. Winning support for the cause of children from decision makers and the wider public in order to facilitate the realization of the rights of every child, especially the most disadvantaged is one of the overarching goals and UNICEF Tajikistan identifies communication and advocacy as essential for achieving programmatic goals.

Due to the impact of COVID-19 and UN unfinished agenda, the Development Assistance Framework for Tajikistan has been extended for an additional year, further increasing the life cycle of the UNICEF Tajikistan's Country Programme Document until 2022.

How can you make a difference?

OBJECTIVE: UNICEF Tajikistan Country Office is hiring an international consultant to develop an Advocacy Strategy for the period of 2021-2022. International consultant will bring UNICEF's policies, programmes, and partnerships together into a clear strategy document which will direct the country office's public advocacy over the next two years. The outcome will be to produce an Advocacy strategy that clearly defines key advocacy focus areas, issues and bottlenecks, audience and stakeholder analysis, messages, channels and key advocacy milestones. This strategy will aim to bring country programme priorities to the attention of policy makers and the general public; to increase support for the organisation, and to consolidate the public perception of UNICEF as the leading authority on issues relating to children.

The advocacy strategy needs to clearly identify up to 5 key areas of advocacy for the country office, stakeholders that we need to win for the cause of the children and how we can roll out the strategy considering limitations and opportunities in Tajikistan. The document needs to be a forward looking, reflecting and more action-oriented document highlighting key advocacy areas, that becomes a key instrument for UNICEF Tajikistan team to advocate for the greater wellbeing of the children in the country.

DESCRIPTION OF THE ASSIGNMENT: A detailed work plan with time frame will be developed by the consultant and agreed with UNICEF Communication Officer. International consultant will be paired with the National consultant in order to deliver components of the assignment.

The methodology will include desk review, written inputs, data analysis, writing and consultations with the UNICEF Tajikistan team.

Specific tasks of the consultancy will include:

  • Desk review of relevant documentations (e.g. country program document, existing advocacy briefs, programmatic areas of work)
  • Conduct consultations with UNICEF team related to advocacy and communications
  • In coordination with national consult, to develop advocacy stakeholder mapping
  • Assist and quality check the National consultant's assignments in developing comprehensive advocacy stakeholder profiles.
  • Draft advocacy strategy and upon inputs from UNICEF team, finalize the document.
  • Prepare a succinct brief around advocacy strategy in a form of the power point / slide decks that can be used for internal and external audiences.
  • Recommend ways to integrate advocacy in programmatic work and suggest capacity building plan for the office.

Performance indicators for the evaluation of results:

The evaluation of the application will be based on:

  1. Technical and professional competence (quality of the products delivered to UNICEF);
  2. Scope of work (e.g. No. of meetings with the stakeholders);
  3. Quality of work (quality of methodology, draft, and final report);
  4. Quantity of work (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant's work.

Terms of payment: Payments shall be done according to the payment schedule. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered, or for failure to meet deadlines.

Estimated duration of contract and remuneration: The assignment will be carried out in 28 working days spread over a period ranging from 1st of January 2021 to 20th of March 2021.

Location: Dushanbe or remote due to COVID-19 pandemics travel restrictions.

Travel involved: Travel plans to be pre-approved and agreed to by UNICEF Tajikistan. Travel paid for by UNICEF shall be based on economy class travel, regardless of the length of travel. Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC). Consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

Supervision: The contractor will work under the overall supervision of UNICEF Communication Officer in close collaboration with UNICEF programmatic sections. Reporting to**: Communications Officer, UNICEF Tajikistan

Insurances: UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are responsible for assuming all costs related to required inoculations, vaccinations and medical examinations. Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. The responsibility of UNICEF is limited solely to the payment of compensation for service-incurred death, injury or illness as per the provisions detailed below.

Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

Ethical considerations: Adequate measures should be taken to ensure that the process responds to quality and ethical requirements. The contracted consultant should be sensitive to beliefs, manners, and customs and act with integrity and honesty in their relationships with all stakeholders. It should also protect the anonymity and confidentiality of individual information.

M****andatory trainings: Consultants and individual contractors, regardless of contract duration, must complete the applicable mandatory trainings. The link will be provided during the selection process for the successful candidates.

To qualify as an advocate for every child you will have:

  • Education: Advanced university degree in the fields of Media and Communications, Public relations, Policy and public affairs, journalism or any related fields.
  • Work Experience: Minimum 8 years of practical experience in) in the field of strategic communications, advocacy and public relations; Proven experience of developing communication and advocacy strategies based on country context.
  • Relevant technical expertise and consultancy experiences with international/UN organization in the field of strategic communications, advocacy and public relations. Experience developing strategies for the UNICEF Europe and Central Asia region is a strong asset.
  • Competencies: Strong analytical and conceptual thinking. Excellent writing skills. Excellent communication and presentation skills with stakeholders and the ability to work under pressure and commitment to work to a tight timeframe.
  • Language: Fluency in English (written and spoken), knowledge of Russian and/or Tajik is an asset.

EVALUATION PROCESS: Qualified candidates are requested to submit:

  1. Cover letter/application/CV.
  2. A technical proposal with proposed methodology/approach to managing the project, showing understanding of tasks.
  3. Financial quote for the consultancy in USD per deliverable, stating also the timeframe for completion of deliverable and/or daily rate in USD.
  4. Examples of previous, relevant work related to the deliverables.
  5. At least 2 References

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. UNICEF considers the best value for money as one of the criteria for evaluating potential candidates. As a general principle, the fees payable to a consultant or individual contractor follow the "best value for money" principle, i.e., achieving the desired outcome at the lowest possible cost.

During the selection, the ratio between the technical evaluation and commercial offer is 80 to 20

Individual consultants will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and b) Having received the highest score out of a weighted set of technical and financial criteria.

* Technical Criteria weight - 80%; * Financial Criteria weight - 20%;

Only candidates who obtain a minimum of 64 points in the Technical Criteria evaluation will be considered for the Financial Evaluation.
