Under the supervision of the Chief of Social Policy, the consultant will provide technical assistance to the Social Policy Section of UNICEF Country Office in the area of Child-Friendly-City Initiative.

  • Provide technical supports to implementation of the Child-Friendly-City Initiative in Batticaloa Municipality
    • Provide technical inputs on designing and implementing interventions of the CFCI in Batticaloa Municipality including designing the capacity building programmes/activities for different stakeholders;
    • Monitor the overall implementation of the CFCI in Batticaloa Municipality including budget execution in consultation with UNICEF Batticaloa Field Office;
    • Undertake technical review of reports and documents submitted by implementing partners;
    • Lead visibility component to ensure high level of publicity of the initiative;
    • Provide technical assistance to Internal Knowledge Management
  • Provide technical assistance to scale-up of the CFC initiative to Eastern Province
    • Provide technical supports to planning of scaling up the CFC initiative to Eastern Province including preparation of key advocacy documents for discussion etc.
  • Provide technical assistance to overall reporting, fund raising, and partnership management
    • Lead overall reporting of the ongoing CFCI including donor reporting by preparing written reports, presentation slides etc.;
    • Provide technical inputs to developing concept notes and proposals tailormade for specific donors to raise additional funds;
    • Contribute to partnership management by providing regular updates (verbal and written, formal and informal) to and liaising with the (both existing and potential) donors and partners including Korean National Committee for UNICEF and Child-Friendly Cities in Republic of Korea (for potential Sister-City arrangement);
  • Build capacity of full-time project team (including intern, potentially incoming UNV) for ongoing and future project implementation

  • Work relationships: The consultant will be supervised by the Chief of Social Policy. The supervisor will provide guidance on the expected deliverables for the assignment as well as punctual feedback on draft products. The consultant is expected to work closely with relevant staff of Social Policy team of UNICEF (both in Colombo and field offices), and the relevant partners including government officials, NGOs, and etc.

Duty station - Colombo, Sri Lanka

Duration - 60 days over 5 months (part-time)

To qualify as an advocate for every child you will have…

  1. Education: Advanced degree in Social Sciences, International Development or any other relevant field.
  2. Specialist skills/Training: Strong analytical skills as well as excellent professional English writing skills.
  3. Years of experience: Minimum 5 years of professional experience in relevant field/tasks, preferably in a developing country(ies). Working experience in UNICEF/UN or other international development organization, as well as with the government is an asset. Working experiences in/with partners in Sri Lanka is a strong asset. Strong knowledge of and Experiences in establishing and implementing Child Friendly City Initiatives is a very strong advantage.
  4. Competencies: Analytical, Communication, Working with people

    **Languages required****: Excellent English oral and writing skills.
