How can you make a difference?

Purpose of Activity/Assignment: Lead the Pilot phase of the implementation of an Electronic Medical Record (EMR) System using OpenMRS/Bahmni, to improve evidence-based management decision making and contribute to improved quality of care at the Ola During Children’s Hospital (ODCH), Freetown, Sierra Leone.

Scope of Work:

The international consultant is expected to:

  1. Review existing EMR documentation and systems (including the findings of completed EMR introduction assessments and analyses of the set-up, trainings and implementation) of the hospital and the Sierra Leone health context.
  2. Provide an up-to-date design of a point-of-care OpenMRS/Bahmni for the Special Care Baby Unit (SCBU) department of the ODCH building on the existing design.
  3. Update the existing costed implementation plan of the pilot and roll out of the EMR at the SCBU department of the ODCH.
  4. Lead the procurement, set up and installation of appropriate software and hardware - equipment, supplies - for the implementation of an OpenMRS/Bahmni.
  5. Lead the development, design, configuration, and instalment of all required modules in OpenMRS/Bahmni.
  6. Provide ongoing technical assistance that will ensure the continued effective functioning of the OpenMRS/Bahmni, system including the data flow and collection, reporting, dissemination and use components.
  7. Lead the development of OpenMRS/Bahmni system that is interoperable with the Sierra Leone DHIS2.
  8. Ensure hospital management committee has improved and continued access to timely and quality data of hospital indicators through the OpenMRS/Bahmni system for decision making and reporting.
  9. Technically support the national MIS Consultant to continue to strengthen the existing paper-based patient record and offline electronic filing system, ensuring complementarity of the web-based ERM system and the delivery of improved access to all medical records within and across all departments of the hospital.
  10. Develop a comprehensive capacity building plan for the hospital, MoHS staffs and other stakeholders that will lead to the seamless adoption and sustainable use of OpenMRS in clinical and other decision making.
  11. Lead the implementation of the capacity building plan to ensure effective record keeping and maintenance of a sustainable complementary digitized and paper-based health information management system in the hospital through training workshops, on-the-job training, mentoring, and coaching of hospital, MoHS and other staffs.

Note:

Consultancy cost should include the full cost of engaging the service of third-party providers, if necessary, to complete each deliverable.

Set up and start-up of implementation of OpenMRS/Bahmni at the Special Care Baby Unit (SCBU)

Hospital management committee has improved access to timely and quality data from OpenMRS and DHIS2; Increased capacity of hospital and MoHS staffs, and other Stakeholders to manage and use OpenMRS

To qualify as an advocate for every child you will have…

  • A first University Degree in Software Engineering, Computer Science, Health Informatics, Health Information Management, Information Technology, Public Health, or another related field
  • At least 5 years of relevant experience working on the set up and implementation of OpenMRS/Bahmni in health facility settings.
  • Professional technical knowledge, expertise and demonstrated ability in OpenMRS/Bahmni module development, Electronic Medical Records Systems design, implementation, and capacity building.
  • Professional technical knowledge/expertise in Software Development, System Engineering, Information Systems architecture design and data base management.
  • Experience in MIS project management and rolling out of large-scale MIS systems especially in capacity constraints environment/developing countries is highly desirable.
  • Demonstrated ability to facilitate strategic discussion to co-create a common vision among stakeholders.
  • Fluency in English.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
