How can you make a difference?

Background:

Under the Organization Improvement initiatives, relevant campaigns, and overall scope of the global UNICEF Pulse Check Surveys on Workplace Culture, BCO Staff Association and management plan initiatives to respond to the crucial aspects of the workplace culture in the Bangladesh Country Office. They will align to the UNICEF CRITAS values of care, respect, integrity, trust, accountability, and sustainability.

The Response to Pulse Check Surveys on Workplace Culture consultancy will attend to data provided by the personnel of the Bangladesh Country Office.

Purpose of Activity/Assignment:

Based on the findings of the Global Staff Survey 2020, the July 2022 UNICEF Pulse Check Survey on Workplace, review of the current culture governance, focused group discussions with staff-members and in close collaboration with the Organisational Culture section in NYHQ, the consultancy will operationalise the findings leading to practical actions and improvement plan for all staff with clear actions and indicators.

Key Assignments/Tasks:

  1. Review key existing documentation, including July 2022 Pulse Check Survey for BCO and the Global Staff Survey 2020 and 2022 report.
  2. Review the efficacy of existing initiatives of BCO in transforming the conducive organisational culture.
  3. Collate global and regional best practices on culture change.
  4. Review and revisit the composition and function of the culture change committee (TOR, and membership) and give recommendation to the management.
  5. Design and lead small group discussions including analyse the group discussion data
  6. Develop an office improvement plan that will identify key areas of attention; clear monitoring indicators; reporting mechanism; and provide recommendations and priority actions for BCO ..
  7. Debrief senior management and staff through a validation meeting for finalization of the report including the improvement plan.

Work Assignment/Tasks/Milestone:

  1. Inception phase (remotely): One day during the first week of assignment
  • Meeting with UNICEF BCO team to confirm requirements, project process and timeline.
  1. Preparation phase (remotely): Ten days during the first and second week.
  • Review BCO related documentation including pulse checks and results of the Global Staff Survey 2022 (if available).
  • Review and include in the final report the related best practices in the region and globally.
  • Review and include in the report, the efficacy of existing initiatives of BCO in transforming the conducive organisational culture.
  • Review the composition and function of the culture change committee (TOR , and membership) and include in the report findings and recommendations to the management.
  • Design the methodology and groups’ composition for group discussions
  • Preparations for the group discussions
  1. Execution phase (in Bangladesh): Twelve days during the fourth week.
  • Facilitate small group discussions
  1. Generate a final report for JCC, CMT and all BCO staff that would: summarize the findings; identify key areas of attention for BCO; provide recommendations and actions for BCO to priorities; and present findings to management and staff. (Remotely)-- Three days during the fifth and sixth week of the assignment.

  • Researcher with a minimum of 8 years of working in the areas of staff development, organisational culture change, management initiatives and HR issues.
  • Evidence of innovative and creative approaches to learning and culture change implementation.
  • Proven track record of designing and facilitating programmes for staff, both in person and virtually.
  • Coaching certification is an advantage

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
