Scope of Work:

The Ministry of Education, Arts and Culture (MoEAC) introduced pre-primary education (PPE) in 2008, which has resulted in more children than before accessing schooling. Pre-primary learners’ enrolments have steadily increased from 32,753 in 2015 to 50,898 in 2022 (EMIS 2022 and Namibia 15th School Day Report, 2022), indicating that of the 37 percent of learners in the junior primary phase, 6 percent are in pre-primary classes. The mandate for pre-primary (5–6-year-old children) education falls under the MoEAC, although some Early Childhood Development (ECD) Centres also provide pre-primary education to children. Pre-primary education is not limited to the provision of early learning and stimulation, but it addresses all aspects of a child’s holistic development including good parenting practices, cognitive, physical, emotional and social development. Pre-primary education in public schools in Namibia is offered for children 5-6 years old for one year before formal education. Additionally, 56% of children enrolled in ECD centres are pre-primary and primary school age (5-8 years). There is a need for structured interventions in the classroom for both pre-primary education and ECD, and for the coordination of activities to make quality pre-primary education for all a reality that prepares children for lifelong learning. The MoEAC’s current pre-primary education curriculum has been in use since 2009. There is need to review the curriculum alongside the pre-primary manuals and information guide to bring them in line with current developments and innovations.

How can you make a difference?

Purpose of Activity/Assignment: The consultant would support the Ministry of Education, Arts and Culture to review and update the pre-primary training manuals, teacher’s manual, information guide and conduct a master trainers’ training for key officials at National Institute for Educational Development (NIED).

The consultant will be expected to:

1. Develop a Work Plan with proposed methodology for the deliverables of the consultancy. 2. Review the existing pre-primary information guide, the pre-primary teachers’ manual, and the pre-primary training manual identifying gaps and limitations.

3. Revise the existing manuals (indicated in number 2) to be more innovative, user-friendly, child-centred and play-oriented, and to be in-line with updated policies and legislation. 4. Develop clear Power Point Presentations to be used as training materials. 5. Based on recommendations from the validation workshop, revise the manuals, conduct a two-week comprehensive training for 44 pre-primary master trainers on the pre-primary education manuals. The consultant will travel to Namibia a few days before the training for planning purposes and will stay few days after the training for meetings with the Ministry, which should total 20 days in country. 6. Submit all revised copies of the manuals and detailed training report with clear recommendations to strengthen future ToTs, which should include a skills transfer plan to the MoEAC/NIED for future in-service trainings.

Knowledge/Expertise/Skills required:

• Advanced post-graduate degree in education, ECD or related field. • 5 years’ experience working in the education sector, and ideally the pre-primary sub-sector, preferably in Namibia. • Experience in development of training materials for pre-primary/ ECD level. • Experience working as a teacher/educator and experience in teacher training and strong facilitation skills. • Demonstrated ability to execute a Skills Transfer Plan and Report as it relates to understudies. • Demonstrated and verifiable high level of word processing and computer literacy. • Excellent written and spoken English. • Demonstrate the ability to organize and implement effective workplans. • Strong analytical ability. • Dynamic interpersonal and communication skills, energetic, creative, and pragmatic • Ability to prepare and implement high quality workplans and take initiative

Administrative issues: The selection and conditions of service of consultant will be governed by and subject to UNICEF’s Policies and General Terms and Conditions for individual consultants/contractors.

No contract may commence unless the contract is signed by both UNICEF and the consultant/contractor. Consultant/Contractor will be required to complete mandatory online courses (e.g. Ethics, Prevention of Sexual Exploitation and Abuse and Security) upon receipt of offer and before the signature of contract.

Consultant/Contractor will be required to sign the Health Statement for consultants/contractors and to share an applicable proof of health insurance prior to taking up the assignment. Consultant/Contractor will provide their own transportation for the duration of this consultancy UNICEF will not be responsible for transportation costs or arrangements related to travel for this consultancy.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
