  1. Context and justification of the assignment:

Non-traditional sources of finance are required to reach the Sustainable Development Goals for the WASH Sector, and to ensure that these services are sustainable and climate resilient. To do this, UNICEF Chad Country Office is scaling-up its work in the area of ‘preparedness’ at the national level. This includes support for the identification of key climate risks and solutions, and the development of the climate rationale which will form the basis for the development of a range of WASH climate proposals. This work will involve the development of proposals for a range of funding/financing options, including proposals for bilateral donors, GCF Readiness grant proposals and the development of Concept Notes for key international climate funds, and longer term, the development of largescale climate proposals.

Work under this proposed consultancy is expected to support the needs of Chad and is linked to other initiatives including the development of WASH climate rationale and technical options, and the review of the National Determined Contribution and the National Adaptation Plan.

This consultancy cannot be undertaken by existing staff resources for the following reasons:

  • The development of proposals and Concept Notes for key international climate funds is highly specialised and requires prior experience in the submission and revision of these;
  • The requirements for the different international climate funds vary significantly and regularly change and necessitate an extensive network and contacts (and intelligence) with these international funds;
  • The process to identify opportunities and to develop proposals and Concept Notes is very time intensive –The current staff in the team will provide technical oversight and guidance, and will facilitate the interactions with key national stakeholders, including Government partners and other Development partners.

How can you make a difference?

  1. Purpose of the assignment

This consultancy will provide support to Water, Sanitation and Hygiene (WASH) staff in UNICEF Chad Country Office and key Government and development partners in the critical area of the development of climate proposals for WASH programme and the WASH sector. The support will include technical guidance on the climate rationale, as well as the conceptualization of the project design and the integration of these into the different types of proposals. The Consultant will support the identification of the most appropriate potential sources of funding/co-financing and will support the development of proposals and/or Concept Notes for Climate WASH interventions.

II. Specific objectives :

The consultant will provide technical support for a range of activities for Chad Country Office, but this can be reviewed during the inception phase, depending on the need of the country office and the available funding options:

  • Review of the climate rationale, highlighting areas to be strengthened
  • Technical advice on the conceptualization of potential climate WASH projects
  • Technical advice on different funding/co-financing options (including major climate fund) and recommendations on the most optimum
  • Development of bilateral climate proposals
  • Development of GCF Readiness proposals in association with the Chad National Designated Authority and UNICEF country/regional office
  • Development of Project Preparation Facility proposals in association with the respective National Designated Authority, Direct Access Entity/ government agencies and UNICEF country/regional office
  • Development of Concept Notes for submission to key international climate funds in association with the respective National Designated Authority, government agencies and UNICEF country/regional office
  • Review of existing proposals and Concept Notes, making suggestions where these need to be modified with clear guidance on what needs to be changed.

    The consultant will support the country office and the Government of Chad to mobilise resources on climate change, to respond to key climate risks affecting water, sanitation and hygiene services.

  2. Work relationship and deliverables :

The consultant will work closely with the UNICEF Chad WASH team, under the supervision of Chief WASH. He/she will also work closely with the Government partners and other development partners in the sectors of WASH and Climate Change.

VI. Specific work conditions :

  • The consultant will work from home, UNICEF/WASH team in Chad will facilitate contacts with key partners and stakeholders
  • The working days are estimated at 65 working days, within 4 months from the signature of the contract

The selection criteria for candidates will be based on the qualifications, skills, and experience in the required field, the quality of previous services / productions, and the quality of the technical and financial offer.

To qualify as an advocate for every child you will have…

Education: The consultant must have a master’s degree in one of the following fields or related fields: Hydrogeology, Civil Engineering, Water resources or Climate Change, Environmental studies or Economics

Professional Experience: He/she will have:

  • At least eight years of experience in the field of WASH with at least three in programme contexts
  • Experience working on at least five successfully funded WASH climate proposals for bilateral donors
  • Demonstrated experience of key international climate funds
  • Understanding of UNICEF programming contexts

Language:

Fluency in English and French is a requirement.
