In UNICEF, the Private Sector Fundraising & Partnerships (PSFP) section works within the Country Office to maximize income and drive income growth. The purpose of the Individual Giving Fundraising in PSFP is to drive income growth from Individuals to mobilize resources.

The Paraguay Country Office is part of the emerging countries in LAC initiating local resource mobilization via individual donors, with the support and coordination of LAC Regional Office. The purpose of this contract assignment is to support UNICEF Paraguay fundraising unit, with focus on primarily developing growth of new pledge donor revenue streams in the local market.

It is expected that partnerships with the private sector, including resources mobilized from individual donors will gradually increase in Paraguay due to the credibility that UNICEF’s programmes and communication campaigns inspire in the general public and through the use of established fundraising channels in the region.

The consultant will deal/interact with the following UNICEF partners during the performance: Communications and PFP staff, members of the CMT, Programs and Operations staff, PFP LACRO staff, with UNICEF Business Advisory Council Members, and staff from other agencies of the UN System.

The consultant will also support and participate in the implementation of UNICEF Paraguay fundraising strategy in coordination with the Communications Officer, Corporate Alliance and Fundraising Officer, Programme Officers and UNICEF Regional Office where applicable.

At the same time, the consultant is expected to carry out Fundraising capacity building to establish a local Fundraising Team which will ensure effective future fundraising actions to meet targets as planned.

Purpose of the Assignment

This consultancy will provide strategic and tactical leadership across all areas of the Individual Giving fundraising with the aim of maximizing RR revenue for UNICEF Paraguay. The post holder will ensure the success of the fundraising investment allocated to the Country Office and manage and deliver on the associated KPI’s for investment working closely with the LAC Regional Office.

Key business areas will be face to face, CPTP, digital, cash and emergency fundraising in addition to donor retention and value maximization. A key focus area will be to ensure that the Individuals channels are being optimized through appropriate investment and also ensuring the best regional practices have been adopted to keep a high level of quality and success in the fundraising programmes.

The consultant will, in addition, to primarily managing Individuals Giving channels, manage any significant opportunities that may arise in high value channels – Corporate and Philanthropy.

They will develop long terms plans for Private Sector and Fund Raising (PSFR) activity in the market and advocate, manage and lead on investment proposals to ensure sufficient investment.

The consultancy will be a Fundraising Specialist is as part of the Paraguayan CO team and will be supported and work closely by the LAC Regional Office. This role will report to the Communication Officer and the representative of UNICEF in Paraguay (head of country office).

Specific Tasks

  • Develop and implement an Individuals Giving Programmes in line with the 2021 and 2022 plan in the Paraguayan CO.
  • Implement the allocated investment and monitor and report on the KPI’s associated with the investment to the Country and Regional office on a monthly basis. Deliver on the desirable ROI as outlined in the investment applications and ensure delivery of associated gross revenue.
  • Carry out regular revenue tracking through quarterly gross revenue reports, in-depth analysis of KPIs and regular engagement to monitor results. In case of shortfall, work to identify and implement corrective action. Identify opportunities for delivering revenue upside in Country Office to offset shortfalls in others.
  • Work to recruit appropriate fundraising agencies and human resources for the area and carry out the necessary procurement processes with Operations to ensure timely contracting. Monitor the performance of these fundraising agencies.
  • Ensure that the CO is in line with all of UNICEF processes and recommendations including those for PCI compliance.
  • Develop a 2021-2025 PSFR plan for the Country Office.
  • Furthermore, the incumbent will remain sensitive to risk in the programs that he/she is supporting and escalate as necessary.
  • It is expected that capacity building will mainly be carried out through:

✓ Technical assistance at the country level through tailored training sessions to meet countries’ specific needs, including fundraising campaigns in emergency situations.

✓ Participation in regional meetings, trainings, skillshares and webinars.

✓ on-the-job training sessions for F2F and Telemarketing channels

  • Responsible for the quality assurance of the different fundraising materials developed for acquisition and retention activities.

Expected Results [measurable]

  • Develop the 2021 and 2022 implementation PSFR plan for Paraguay CO.
  • Deliver on the gross revenue targets and the implementation of the 2021 and 2022 Plan.
  • Deliver on the KPI’s as outlined in the investment applications.
  • Provide monthly review of results and investment KPI’s to the Country and Regional Office.
  • Prepare and provide quarterly review of results and KPI’s to the Country Office.
  • Prepare a PSFR plan from 2021-2025
  • Secure the relevant suppliers necessary to deliver on result for the market.
  • Ensure that all processes and work are in line with UNICEF processes and procedures.
  • Maximise any significant opportunities that arise with Corporate and Foundations.
  • Implement the budget and Grants according to deadlines.
  • Provides technical training and support to achieve goals for each acquisition campaign to the team in
  • the office or the suppliers.

Minimum Requirements and Qualifications

Education

Advanced University degree in any of the following: Marketing, Fundraising, Business Administration, Economics, Social Sciences, Public Administration,

International Relations, or equivalent. A first level university degree (Bachelor’s) in combination with two (2) additional years of qualifying experience may be

accepted in lieu of the advanced university degree.

Work Experience

At least 5 years hands-on experience, in progressively responsible roles, of managing and developing Individual Giving activities, with at least 3 of those years in charities/NGOs, including experience of international fundraising.

At least 3 years of experience in Digital marketing and/or fundraising.

UN Fundraising experience considered an asset

Languages

Fluency in Spanish and English is required.

Technical knowledge (if applicable)

  • • Knowledge of Individuals Fundraising and Digital Fundraising
  • • Knowledge of CRM systems as asset
  • • Knowledge of PCI compliance an asset

Other skills and attributes (optional)

Strong analytical skills and problem-solving mind oriented.

Experience training and upskilling teams.

Excellent communication skills, (both written and oral) to translate complicated business requirements into technical based language, and vice versa.
